I <br /> 4.5 Noise <br /> V <br /> (c)(3) Noise associated with construction, provided such activities do not take place before <br /> r. 6:00 AM or after 9:00 PM on any day, shall be exempt from the noise provisions in <br /> Table 4.5-1. <br /> ` (d) The Review Authority shall require the preparation of an acoustical study in instances <br /> where it has determined that a project may expose existing or proposed noise sensitive <br /> land uses to noise levels exceeding the noise standards specified in Table 4.5-1. This <br /> determination shall be based on the existing or future 65 dBA DNL contour in the San <br /> Joaquin County General Plan,the proximity of new noise-sensitive land uses to known <br /> noise sources, or the knowledge that a potential for adverse noise impacts exists. <br /> Both the San Joaquin County Noise Element and the San Joaquin Development Title institute a <br /> standard of 65 dBA DNL for transportation at residential uses. <br /> ` Existing Noise Environment <br /> The noise environment surrounding the project site is influenced primarily by agricultural <br /> �. operations and truck and automobile traffic on local roadways. In order to characterize the <br /> existing noise environment in the project vicinity,two 72-hour noise measurements were <br /> conducted in September 2003. Noise measurement results are presented in Table 4.5-2. The <br /> locations of the noise measurements are shown on Figure 4.5-2. <br /> The long-term noise measurements in Table 4.5-2 show that ambient noise levels in the vicinity <br /> of the project site during daytime and nighttime are below 60 dBA LeQ The long-term noise <br /> measurement(Measurement A)taken near the residence(R4)on Blewett Road shows that <br /> 6. ambient noise levels are about 58 dBA DNL on weekdays and lower on weekends.The long-term <br /> noise measurement(Measurement B)taken near the Koster Road bridge shows that ambient noise <br /> levels are about 58 dBA DNL on both weekdays and weekends. <br /> INN A short-term noise measurement(Measurement C) was taken on August 12,2005, about <br /> 3:45 p.m. near the intersection of Koster Road and Gaffery to the southwest of the project site. LeQ <br /> noise levels were 40 to 45 dBA and this location can be described as extremely quiet. During the <br /> measurement, noise could be heard from traffic on I-5 and also from back-up beepers from the <br /> compost facility on Gaffery; however, in both cases, the noise levels were generally less than <br /> 42 dBA. High berms along the Delta-Mendota Canal buffered noise from the compost facility to <br /> the east. <br /> 4.5.2 Impacts and Mitigation Measures <br /> Significance Criteria <br /> Consistent with the CEQA Guidelines Appendix G, and the professional judgment of the <br /> County's staff and consultants, the project would result in a significant impact on the <br /> environment if it would: <br /> r <br /> RMC Pacific Vernalis Quarry Mining and Reclamation Project 4.5-9 ESA/203015 <br /> Draft Environmental Impact Report May 2006 <br /> r <br />
