4.6 Air Quality <br /> on fuel refineries and retailers), rather than through air quality permits or regulations on how <br /> motor vehicles are used by the general public. <br /> ` San Joaquin County General Plan <br /> The General Plan for San Joaquin County (July 1992) summarizes emission reduction strategies <br /> for mobile, stationary and area sources to protect public health, agricultural crops, scenic <br /> resources, and the natural environments from air pollution. The Air Quality Element of the <br /> General Plan contains goals and policies that encourage emission reduction strategies that comply <br /> with state and federal standards. These goals are provided below: <br /> 1. San Joaquin County shall meet and maintain all State and national standards for air <br /> quality. <br /> r <br /> 2. Motor vehicle emissions shall be minimized through land use and transportation <br /> strategies,as well as by promotion of alternative fuels. <br /> 3. Projects shall be designed to minimize concentrations of CO. <br /> 4. Air quality hazards from pesticides shall be minimized. <br /> r <br /> 5. The elimination of chlorofluorocarbons shall be supported. <br /> 6. The County shall participate in programs to monitor harmful air contaminants and <br /> determine their impacts. <br /> 7. The County shall annually evaluate and report on air quality and periodically update <br /> air quality projections. <br /> 8. The County shall prepare and enforce plans to attain air quality standards. <br /> 9. The County shall develop and maintain a list of thresholds at which projects shall <br /> require air quality impact studies. The County shall condition new development to <br /> include Transportation Control Measures emphasizing alternative modes of <br /> transportation. <br /> 10. The County shall support measures to reduce area source pollution including: <br /> a) Implementing dust control practices for construction sites; <br /> b) Requiring efficient combustion controls on fireplaces; <br /> c) Requiring projects to mitigate potential high levels of air pollutants; <br /> d) Protecting residential areas and sensitive receptors such as aquiculture from air <br /> pollution sources. <br /> IN. 11. The County shall continue to operate an emission banking program. <br /> 12.
