4.6 Air Quality <br /> The SJVAPCD limits emissions of, and public exposure to,toxic air contaminants through a <br /> number of programs to include the risk reduction program. District Policies 1905,Risk <br /> Management Policy for Permitting New and Modified Sources, and 1910, Toxic Best Available <br /> 1 60 Control Technology for New and Modified Diesel Internal Combustion Engines provide <br /> guidelines on permitting sources that emit toxic air contaminants(also referred to interchangeably <br /> by the district as hazardous air pollutants). <br /> 1110 The potential for new and modified stationary sources to emit toxic air contaminants is reviewed <br /> by the SJVAPCD's Permit Services Division, which implements the SJVAPCD's Risk <br /> IN. Management Policy. The District's Regulation VII pertains specifically to toxic air contaminants. <br /> Toxic air contaminant emissions from stationary sources are limited by: <br /> • SJVAPCD adoption and enforcement of rules aimed at specific types of sources <br /> known to emit toxic air contaminants; <br /> • Implementation of the Air Toxics "Hot Spots"Program; and <br /> • Implementation of the Federal Title III Toxics program. <br /> Federal Regulations for Criteria Pollutants <br /> Standards of Performance for New Stationary Sources <br /> Section 111 of the California Ambient Air(CAA)Standards of Performance of New Stationary <br /> Sources requires EPA to establish federal emission standards for source categories that cause or <br /> .. contribute significantly to air pollution.These standards are intended to promote use of the best <br /> air pollution control technologies,taking into account the cost of such technology and any other <br /> non-air quality, health, and environmental impact and energy requirements. <br /> Prevention of Significant Deterioration <br /> Prevention of Significant Deterioration(PSD)regulations were first promulgated by the EPA <br /> ` (40 CFR 52)to prevent air quality degradation in those areas where criteria air pollutant <br /> concentrations are below the ambient standards(i.e., attainment areas).Exceedance of a PSD <br /> ` trigger level requires a demonstration by dispersion modeling that the emissions will not interfere <br /> with the attainment or maintenance of any NAAQS at the point of maximum impact and will not <br /> cause an exceedance of a PSD increment. <br /> Title V Federal Operating Permit (Title V) <br /> Title V of the 1990 CAA Amendments requires all major sources and some minor sources of air <br /> ` pollution to obtain an operating permit. A Title V permit grants a source permission to operate. <br /> The permit includes all air pollution requirements that apply to the source, including emissions <br /> ` limits and monitoring,record keeping, and reporting requirements. It also requires that the source <br /> report its compliance status with respect to permit conditions to the permitting authority.
