4.Environmental Analysis <br /> Properties surrounding the project area are used for agricultural crops, orchards, agriculture — <br /> composting,and mining activities. Two residences are located east of the project site on Koster <br /> Road. One is located about 600 feet west of the southern portion of the Phase V area of the <br /> project site. The other is located further south and is approximately 850 feet from the southwest <br /> comer of the project site. Another group of residences located south of Blewett Road and <br /> northeast of the project site, are approximately 100 feet from the property line. There are also <br /> some residences located along the proposed truck routes that provide access to the project site. <br /> The closest school to the project site is located on Welty Road, approximately 5,000 feet east of <br /> the project site, in Stanislaus County. <br /> 4.6.2 Impacts and Mitigation Measures <br /> Air quality impacts associated with build-out of the project would primarily result from short- <br /> term construction and operation-related activities(aggregate processing,concrete and asphalt <br /> batching operations,equipment on-site, and truck traffic). The air quality analysis presented in <br /> this EIR is based on maximum annual quarry production of 4 million tons of aggregate, 400,000 <br /> tons of asphalt concrete,and 150,400 tons of concrete.Project-related air quality impacts fall into <br /> two categories: fugitive dust impacts due to aggregate processing and concrete batching — <br /> operations(aggregate,concrete, and asphalt)and criteria pollutant impacts due to the increase in <br /> nonroad equipment and haul truck(on-and off-site)traffic as a part of the project operation. <br /> Fugitive dust emission sources also included unpaved roads, handling and storage, and wind <br /> erosion. The nonroad equipment, haul trucks, and the asphalt batch operations are also a source of <br /> TACs. Emission changes were estimated for all sources affected by the project, including <br /> stationary and mobile sources.The detailed emission calculation assumptions and background <br /> data for emission sources are contained in Appendix D. <br /> For purposes of this analysis, two years were analyzed: 2008 and 2020. It is expected that the <br /> project could be fully initiated by 2008. Impacts in 2020 were also assessed to show how <br /> emissions would decrease over time, as the emission rates for mobile sources would decrease <br /> over time as the vehicle mix becomes more efficient.. Cumulative impacts were evaluated both on <br /> a local and regional basis. <br /> Emission factors were determined based on methodology found in publications and databases <br /> including U.S. EPA's Compilation of Air Pollutant Emission Factors (AP-42)and CARB — <br /> documentation for the aggregate processing,concrete batching, and other fugitive sources, <br /> CARB's OFFROAD emission model for offroad equipment, and EMFAC2002 for motor vehicles <br /> (such as haul trucks).
