4.7 Geology,Soils,and Seismicity <br /> V <br /> Alquist-Priolo Earthquake Fault Zoning Act <br /> The Alquist-Priolo Earthquake Fault Zoning Act(formerly the Alquist-Priolo Special Studies <br /> Zone Act), signed into law in December of 1972,requires the delineation of zones along active <br /> faults in California.This Act is discussed in this EIR for informational purposes, however, as <br /> discussed previously,the proposed project site is not located within an Alquist-Priolo fault zone <br /> and therefore,this Act is not applicable to the project. <br /> Seismic Hazards Mapping Act <br /> The Seismic Hazards Mapping Act was developed to protect the public from the effects of strong <br /> .. ground shaking,liquefaction, landslides,or other ground failure,and from other hazards caused <br /> by earthquakes. This act requires the State Geologist to delineate various seismic hazard zones <br /> ` and requires cities, counties,and other local permitting agencies to regulate certain development <br /> projects within these zones. Before a development permit is granted for a site within a seismic <br /> hazard zone,a geotechnical investigation of the site has to be conducted and appropriate <br /> mitigation measures incorporated into the project design. The California Geological Survey <br /> (CGS)has not at this time completed Seismic Hazard mapping within the USGS 7.5-minute <br /> topographic quadrangle containing the proposed project site. The CGS is currently zoning higher <br /> .� priority areas first and will eventually zone the Tracy-Vernalis area quadrangles. <br /> California Building Standards Code <br /> The California Building Code(CBC)is another name for the body of regulations known as the <br /> California Code of Regulations(CCR),Title 24, Part 2, which is a portion of the California <br /> Building Standards Code. Title 24 is assigned to the California Building Standards Commission <br /> (BSC), which,by law, is responsible for coordinating all building standards. Under state law, all <br /> building standards must be centralized in Title 24 or they are not enforceable(Bolt, 1988). <br /> Published by the International Conference of Building Officials(ICBG),the UBC is a widely <br /> adopted model building code in the United States. The California Building Standards Code <br /> I. incorporates by reference the UBC with necessary California amendments. About one-third of the <br /> text within the California Building Standards Code has been tailored for California earthquake <br /> conditions. <br /> 4.7.3 Impacts and Mitigation Measures <br /> Impact 4.7.1: The steepness of temporary excavation slopes proposed during active mining <br /> could reach3/4:1 Horizontal to Vertical (H:V) and therefore could be subject to instability <br /> ., under certain static conditions or during an earthquake. The proposed permanent 2:1(H:V) <br /> slopes could fail during moderate and strong earthquake ground shaking.Failure of the <br /> permanent 2:1(H:V)slopes during an earthquake could hamper future, post-mining <br /> reclamation efforts by increasing the potential for long term slope instability.These effects <br /> would be less than significant. <br /> ` At the proposed Vernalis quarry, removal and earthmoving of the sand and gravel deposits would <br /> result in excavations approaching 100 feet in depth.
