4.8 Hydrology and Water Quality ._ <br /> of Storm Water Runoff Associated with Construction Activity (General Construction Permit). <br /> The project applicant must submit a Notice of Intent(NOI)to the SWRCB to be covered by the <br /> General Permit prior to the beginning of construction.The General Construction Permit requires <br /> the preparation and implementation of a Storm Water Pollution Prevention Plan (SWPPP).The <br /> SWPPP must be prepared before construction begins. The plan would include specifications for <br /> Best Management Practices(BMPs)that would be implemented during project construction to <br /> control contamination of surface flows through measures to prevent the potential discharge of <br /> pollutants from the construction area. Additionally, the plan would describe measures to prevent <br /> or control pollutants in runoff after construction is complete and identify a plan to inspect and <br /> maintain these facilities or project elements. Implementation of the plan starts with the <br /> commencement of construction and continues though the completion of the project. Upon <br /> completion of the project, the applicant must submit a Notice of Termination to the SWRCB to _ <br /> indicate that construction is completed. <br /> San Joaquin County General Plan <br /> The San Joaquin County General Plan includes the following relevant policies related to flooding <br /> and water quality: <br /> Flooding <br /> Policy 1 New residential, public,commercial,and industrial development shall be _ <br /> required to have protection from a 100-year flood. <br /> Water Quality <br /> Policy I Water quality shall meet the standards necessary for the uses to which the <br /> water resources are put. <br /> Policy 2 Surface water and groundwater quality shall be protected and improved when <br /> necessary. <br /> Policy 3 The use and disposal of toxic chemicals,the extraction of resources, and the <br /> disposal of wastes into injection wells shall be carefully controlled and <br /> monitored to protect water quality. <br /> Policy 5 Substantial groundwater recharge areas,as shown in Figure VI-6, shall be kept <br /> in open space. <br /> Policy 6 The replenishment of aquifers shall be supported to minimize the overdraft of <br /> groundwater. <br /> Policy 8 The County shall encourage water conservation. <br /> Policy 9 The County shall encourage wastewater reclamation efforts. <br /> Policy 15 The County shall encourage reduction of pavement area in project design and <br /> the use of permeable pavements where possible. <br /> RMC Pacific Vemalis Quarry Mining and Reclamation Project 4.8-17 ESA 1203015 <br /> Draft Environmental Impact Report May 2006 <br />
