Portable Plant <br /> While the permanent plant is being constructed, a portable temporary plant would be used for a period of <br /> about two years to process approximately 500,000 tons per year of material. The portable plant will <br /> consist of the same type of equipment as the permanent plant, screens, crushers, coarse and fine <br /> material washer, etc. The production of this portable plant will typically be much less than the permanent <br /> plant(approximately 300 to 400 tph). The portable temporary plant will be necessary for developing a silt <br /> pond before the permanent plant is in operation. <br /> Reclamation <br /> The Applicant and its consultants have prepared a reclamation plan for the RMC Pacific Vernalis Quarry, <br /> dated November 2003, pursuant to the requirements of the Surface Mining and Reclamation Act <br /> (SMARA) and the County's mining ordinance. <br /> Phasing <br /> Reclamation would be completed within two years after a phase of mining is completed. Upon termination <br /> of mining activities at the quarry, the plant, office, and other structures and objects would be removed and <br /> the area graded and leveled. The processing plant, structures, and all of the processing equipment would <br /> be removed from the site. Buildings (offices, shops, etc.)would be demolished and removed from the site. <br /> All concrete foundations would be excavated and removed and underground electrical conduit and water <br /> pipelines would be excavated, removed, and properly disposed of at an off-site location. Electrical <br /> equipment, transformers, power poles, and power lines would all be removed from the site. <br /> The two leased parcels(Phase II and III areas)would be reclaimed first and returned to agricultural use. <br /> All other areas, except the silt ponds would be mined and reclaimed back to agriculture use to the <br /> elevations shown on the Reclamation Plan. All silt ponds would be stabilized and capped with overburden <br /> to the same approximate elevation as Blewett Road and would be returned to agricultural use. In Phase <br /> VIII, the silt ponds would be capped, the processing plant would be removed, and the plant site would be <br /> mined. At that time, a portable plant would be located on the capped silt pond (Phase I area) located west <br /> of the original plant site. <br /> Use of Top Soil and Overburden <br /> Once mining activities are complete, the site would be reclaimed to open space and agricultural uses. <br /> The slopes would be backfilled to 2:1 and hydroseeded. Excess topsoil would be placed at the bottom of <br /> the pits to enhance vegetative growth. The current depth of the topsoil and overburden over the project <br /> site averages five feet. The silt ponds would be capped to match the adjacent elevations. The other <br /> mined out pits would be 70 to 120 feet below the surface. The plant, office, and other structures and <br /> objects would be removed and areas graded smooth.
