4.Environmental Analysis <br /> usage of resources with the aforementioned conservation needs. Specific preservation goals — <br /> pertinent to the project are summarized below. <br /> Vegetation, Fish, and Wildlife Habitat <br /> The General Plan outlines measures for the protection and improvement of vegetation,fish,and <br /> wildlife habitat. This entails providing undeveloped open space for nature study,protection of — <br /> endangered species,and preservation of wildlife habitat. <br /> Open Space <br /> Open space land shall be preserved for agricultural use, scenic beauty and recreation, natural <br /> resource protection, and as a protective buffer from natural hazards. <br /> Stanislaus County General Plan <br /> The Stanislaus County General Plan's Conservation/Open Space Element—approved in 1994— <br /> has several goals pertinent to this project: <br /> 1. Encourage the protection and preservation of natural and scenic areas throughout the _ <br /> County; <br /> 2. Conserve water resources and protect water quality in the County; <br /> 3. Provide for the long-term conservation and use of agricultural lands; <br /> 4. Provide for the open-space recreational needs of the residents of the County;and <br /> 5. Protect fish and wildlife species of the County. <br /> Stanislaus County does not have an approved Habitat Conservation Plan(HCP) at this time. <br /> 4.9.3 Impacts and Mitigation Measures - <br /> Significance Criteria _ <br /> A project would have a significant impact on biological resources if it would: <br /> • Have a substantial adverse effect on federally protected wetlands as defined by _ <br /> Section 404 of the Clean Water Act(including,but not limited to, marsh, vernal pool, <br /> coastal) through direct removal,filling, hydrological interruption,or other means. <br /> • Conflict with the provisions of an adopted Habitat Conservation Plan,Natural <br /> Community Conservation Plan, or other approved local, regional,or state habitat <br /> conservation plan. <br /> • Have a substantial adverse effect,either directly or through habitat modifications, on <br /> any species in local or regional plans, policies,or regulations,or listed by the CDFG <br /> or USFWS. <br /> RMC Pacific Vernalis Quarry Mining and Reclamation Project 4.9-12 ESA 1203015 <br /> Draft Environmental Impact Report May 2000 <br />
