4.11 Hazards and Hazardous Materials 4.11 Hazards and Hazardous Materials 4.11 .1 Introduction This chapter addresses the existing conditions at the project site, and the potential hazardous I materials and public safety issues related to the project site and surrounding area. The issues addressed here include hazards and the use of hazardous materials at large-scale quarry operations. Also included is an overview of hazardous materials regulations and emergency r. response services. A material is considered hazardous if it appears on a list of hazardous materials prepared by a ` federal, state,or local agency,or if it has characteristics defined as hazardous by such an agency. Factors that influence the health effects of exposure to hazardous material include the dose to which the person is exposed, the frequency of exposure, the exposure pathway, and individual 11. susceptibility. The CCR defines a hazardous material as a substance that, because of physical or chemical properties,quantity,concentration, or other characteristics, may either: (1)cause an increase in mortality or an increase in serious, irreversible, or incapacitating,illness; or(2)pose a substantial present or potential hazard to human health or environment when improperly treated, stored, r transported or disposed of, or otherwise managed(CCR,Title 22, Division 4.5, Chapter 10, Article 2, Section 66260.10). r Hazardous wastes are defined in the same manner. Hazardous wastes are hazardous materials that no longer have practical use, such as substances that have been discarded,discharged, spilled, contaminated,or are being stored prior to proper disposal. Hazardous materials and hazardous wastes are classified according to four properties: toxicity, ignitability,corrosivity,and reactivity (CCR, Title 22, Chapter 11,Article 3). 4.11 .2 Setting A regulatory agency database search and a site reconnaissance were conducted in order to identify potential hazardous conditions at the project site. The database search was conducted within radius parameters to identify sites within the regulatory agency databases listed in r. Table 4.11-1. A copy of the database search report conducted by Environmental Data Resources, Inc. (EDR)is available for review at the San Joaquin County Community Development Department, 1810 East Hazelton Drive, Stockton,California. It should be noted that potential sites of past historic hazardous materials use, storage, and/or contamination might have occurred 1 prior to the activation of agency maintained databases.
