4.11 Hazards and Hazardous Materials <br /> as well as an emergency response actions to incidents involving those hazardous materials and <br /> wastes. The plan would be located on the property at all times and employees would be trained <br /> on the details of the plan. <br /> The project would utilize diesel fuel and gasoline for vehicle fuel and back-up power generation. <br /> There would be two 10,000 gallon above-ground diesel fuel tanks,and one 3,000 gallon above- <br /> ground gasoline tank. The gasoline and diesel fuel tanks would have double wall containment <br /> and leak alert systems with alarms. Fuel tanks would be fitted with automated inventory control <br /> systems. Waste oil from machinery would be stored in above-ground storage tanks within <br /> covered containment areas. Waste oil would be properly identified as waste oil, with signs <br /> identifying the date the filling of the tank began. Licensed waste oil recyclers would recycle all <br /> waste oil. <br /> Oils and grease would be stored within covered containment areas to prevent spillage. Used oil <br /> filters would be crushed with property designed waste filter crushing machines. Waste oil <br /> ` collected from this process would be stored within the waste oil tank. Crushed filters would be <br /> stored within covered containers and recycled through licensed filter recyclers. Antifreeze would <br /> be stored in properly labeled, marked, and dated containers. Stored antifreeze would remain <br /> under cover and would only be recycled through licensed waste antifreeze recyclers. Solvent <br /> would be stored and used within designated parts washers. Solvent would only be replaced and <br /> recycled by properly licensed solvent recyclers. Used batteries would be stored off the ground, <br /> under a covered area. Batteries would be recycled through licensed battery recyclers. Bottles of <br /> oxygen and acetylene,used in maintenance projects, would be chained and stored under cover <br /> separately for safety purposes. Properly licensed dealers would handle replacement bottles. <br /> Admixtures would be stored within covered containers,and the containers would be located <br /> within containment areas. Domestic garbage would be stored in various covered garbage cans, <br /> and would be picked up on a regular schedule by a local garbage service. <br /> All trucks exiting the yard would be required to drive through a wheel wash before exiting the <br /> site to prevent silts from being carried onto County roads. Silts from the wheel washers would be <br /> ` directed to the settling ponds. <br /> Potential Receptors <br /> The sensitivity of potential receptors in the areas of known or potential hazardous materials <br /> contamination is dependent upon several factors,the primary factor being an individual's <br /> potential pathway for exposure. The mining employees would have the highest potential for <br /> exposure to groundwater and/or soil contamination. The general public would be restricted from <br /> r the mining and aggregate processing areas. <br /> Mining Safety Requirements <br /> The resulting pits from the mining would create an attractive nuisance. Section 7178 of the <br /> California Department of Industrial Relations, Division of Industrial Safety, Mine Safety Orders <br /> r require that open excavations be properly secured.
