Mitigation identified for the project would be <br /> applicable under this scenario. <br /> Scenario 2: A reduction in the number of phases to be mined would not result in a significant <br /> reduction in the amount of hazardous materials stored and used at the site for the mining <br /> processes. Excavation, grading and construction activities would still occur at the site,during — <br /> which hazardous materials would be brought onto the site. The silt ponds and mining pits would <br /> still have the potential to contain water that would be an attractant to disease vectoring <br /> mosquitoes. Impacts under this alternative would be similar to those of the project. Mitigation <br /> identified for the project would be applicable under this scenario. <br /> Visual Resources <br /> Scenario 1: A reduction in the mining operations would not result in a reduction in visual <br /> impacts to the surrounding area.The scenic views of the Coastal Range Mountains and San <br /> Joaquin Valley would still be hindered from nearby residents and those traveling along local <br /> roads. Impacts would be similar to those of the project. <br /> Scenario 2: A reduction in the number of phases to be mined would result in a reduction in visual <br /> impacts to the residences located west of the Delta-Mendota Canal, which are closest to Phase V. <br /> The scenic views of the Coastal Range Mountains and San Joaquin Valley would still be hindered — <br /> from nearby residents and those traveling along local roads. Impacts would be similar to those of <br /> the project. — <br /> 5.2.3 Alternative 3-Offsite Alternative <br /> Description <br /> The off-site alternative locations selected for review included the Tracy area and the Laguna — <br /> Formation located along the foothills of the Sierra Nevada. The CDMG, in its mineral land <br /> classification report(Special Report 160,dated 1988),classified several resource sectors in the <br /> Tracy area. Many of these sectors were not, in 1988,controlled by an aggregate company and <br /> were not encroached upon by a competing land use. This area is closer to the majority of the <br /> market as reported by the CDMG. Additionally,the CDMG reported that the Laguna Formation <br /> located along the foothills of the Sierra Nevada may meet PCC grade aggregate. These areas were <br /> looked at for availability and accessibility of PCC grade aggregate.The off-site alternative would <br /> assess whether these sectors are available today for aggregate extraction. If so,the closer — <br /> proximity of an alternative site to the market may significantly decrease muck traffic. <br /> An off-site alternative in the Laguna Formation of the foothills was considered for inclusion in _ <br /> this EIR,but was rejected because of the lack of an adequate aggregate resource to meet the <br /> sponsor's basic objectives.
