The NOP is intended <br /> to solicit comments on the scope of issues addressed in the EIR from agencies which may <br /> have approval authority over elements of the project. A copy of the NOP and comments <br /> 1 t received on the NOP are included in Section 7.1. In preparing this EIR, the County and <br /> its consultants considered all written comments on the NOP. This DEIR is being <br /> circulated on April 23, 1997 for a 45-day review and comment period by the public <br /> other interested parties, � <br /> p agencies, and organizations. Following public <br /> review, a Final Environmental Impact Report (FEIR) will be prepared in response to written <br /> comments received during the public review period, and to oral comments given at the <br /> Public hearing. The FEIR will be available for public review a minimum of 10 days prior toits consideration by the Planning Commission. The Planning Commission will hold a public <br /> hearing to consider certification of the FEIR (that is, determine whether the document is <br /> deemed adequate and complete pursuant to the requirements of CEQA) and consider <br /> approval of the Quarry Excavation Permit. A public notice will be issued prior to the <br /> hearing.
