The CEQA requirement is to provide sufficient information concerning the potential environmental effects resulting from the project, so that decision-makers can make an informed decision re a efficiency, feasibility, and relative environmental merits of the project. g rdmg the 1.3 ENVIRONMENTAL REVIEW PROCESS - A Notice of Preparation (NOP) of this EIR, briefly describing the project and its potential environmental effects, was prepared and circulated and comment from November 19, fora 30-day period of public review a. 1996 through December 19, 1996. The NOP is intended to solicit comments on the scope of issues addressed in the EIR from agencies which may have approval authority over elements of the project. A copy of the NOP and comments 1 t received on the NOP are included in Section 7.1. In preparing this EIR, the County and its consultants considered all written comments on the NOP. This DEIR is being circulated on April 23, 1997 for a 45-day review and comment period by the public other interested parties, � p agencies, and organizations. A public hearing on the DEIR will be held on Wednesday, May 28, 1997, at 6:30 p.m. at the Public Health/Planning Auditorium located at 1601 East Hazelton Avenue in Stockton,CA 95205, for the purpose of obtaining oral public comments on this EIR. Following public review, a Final Environmental Impact Report (FEIR) will be prepared in response to written comments received during the public review period, and to oral comments given at the Public hearing. The FEIR will be available for public review a minimum of 10 days prior toits consideration by the Planning Commission. The Planning Commission will hold a public hearing to consider certification of the FEIR (that is, determine whether the document is deemed adequate and complete pursuant to the requirements of CEQA) and consider approval of the Quarry Excavation Permit. A public notice will be issued prior to the hearing. Specific Findings of Fact pursuant to Public Resources Code §21081 will be J^ prepared to reflect the final action of the Planning Commission if it decides to approve the project or any of its alternatives.
