0 V <br /> extend Bird Road to the east of 1-5. This road would extend in a southeasterly direction <br /> up to the right-of-way of the California Aqueduct. The proponent's haul road would tie into <br /> Bird Road at the point in which Bird Road turns south roughly 4,000 feet southwest of the <br /> southwest corner or the project site. <br /> This alternative would require construction of the new haul road, crossing an existing <br /> bridge over the California Aqueduct, improvements to Bird Road east of 1-5, and the <br /> widening of the north bound on-ramp of the proposed interchange. The proponent's haul <br /> road would utilize an arced right hand approach lane to the Bird Road intersection. Bird <br />! Road would require widening for a left-hand turn pocket on to the private road and an extra <br /> lane for the merging right-hand turn traffic. The merging lane for right-hand turn traffic <br /> would extend roughly 7,000 feet west on Bird Road and the north bound on-ramp. The <br /> extra lane would merge and terminate approximately 500 feet before the intersection of the <br /> north bound on-ramp and Interstate 5. <br /> Alternative 4: No Project <br /> Under this alternative, no aggregate would be extracted from the project site and existing 1 <br /> uses (including agriculture) would continue on those portions of the project site that �+ <br /> historically were or are currently under production. Additional truck traffic carrying the <br /> aggregate to its intended markets would not be generated along local and regional roads. <br /> The No Project alternative would not meet the proponent's objective of providing aggregate <br /> products to the San Joaquin region. <br /> 3.6 PERMIT REQUIREMENTS/AGENCY RECOMMENDATIONS <br /> California Department of Fish and _ <br /> p Game and United States Fish and Wildlife Service <br /> The proponent must meet the requirements of the California Department of Fish and Game <br /> (CDFG) and the United States Fish and Wildlife Service (USFWS) and be consistent with <br /> the State and Federal Endangered Species Acts with respect to special status species ) <br /> including the San Joaquin Kit Fox prior to the initiation of the use. <br /> California Department of Conservation <br /> The Department of Conservation administers the California Surface Mining and <br /> Reclamation Act (SMARA) of 1975 (Public Resources Code §2710 et seq.) as amended, <br /> and monitors farmland conversion on a statewide basis. Except as otherwise provided in <br /> the State Mining Regulations, the County has authority to enforce provisions of the <br /> SMARA;which requires that specific items be addressed or included in reclamation plans. <br /> The County may exercise all enforcement regulations available under the County <br /> Development Title and the State Public Resources Code.
