L) 0 <br /> • Demolition of all dilapidated structure(s) and removal of all demolition material from <br /> premises to an approved landfill site is required in accordance with San Joaquin ,, <br /> County Ordinance Code, Section 5-2401. <br /> San Joaquin County Department of Public Works, Public Services Division <br /> 5 <br /> The Public Services Division provided the following recommendations: <br /> • The excavation plan must be prepared by a Registered Civil Engineer and include <br /> details of the access road, haul route, stockpile area for top soil, and any stockpile <br /> or excavation must be 25 feet clear of Koster Road right-of-way. <br /> • Loads on Koster Road must be restricted to legal loads only (Streets and Highway <br /> Title Section 10-2530). <br /> • A video tape of road conditions on Koster Road, along haul route, is required prior <br /> to the start of excavation. The condition of Koster Road shall be reviewed with the <br /> Department of Public Works prior to the start of excavation and every five years I <br /> thereafter (Development Title Section 9-1415.2). �J <br /> • A bond or cash deposit in the amount acceptable to the Department of Public Works . <br /> shall be filed with the Department with a guarantee that, if the permittee fails, <br /> refuses, or neglects to repair, under permit, any damages to Koster Road which <br /> may result from permittee's operations, the Department of Public Works may do the <br /> work necessary to restore those roads and bridges equal to, or better than, its <br /> original condition, using the funds from said bond or cash deposit, subject to review <br /> and adjustment for inflation every 5 years. <br /> I <br /> • The Traffic Impact Mitigation Fee will be required for development due and payable <br /> at the time of building permit application. The fee currently is $161.30 per daily trip <br /> end in the Tracy area. [A "daily trip end" is defined as one end of a trip that would <br /> occur on a typical weekday. Any trip has two trip ends: one at the point of origin <br /> 'and the other at the point of destination.] The fee shall be automatically adjusted <br /> July 1 of each year by the Engineering Construction Cost Index as published by the <br /> Engineering News Record. <br /> • Koster Road bridge across Delta Mendota Canal has insufficient strength and width <br /> for-current highway standards. If this bridge is used for haul route, it shall be <br /> replaced with a bridge meeting current design standards. <br /> • A traffic study must be prepared to determine the width and structural section <br /> requirements of Koster Road or any impacts and mitigation measures. The <br /> proponent must deposit funds with the County for all costs, as estimated by the <br /> Division, prior to the Department of Public Works preparing or contracting for the <br /> required study. Any mitigation required by the traffic study must be provided by the <br /> applicant (Development Title Section 9-1150.4). <br /> Draft Environmental Impact Report 3-24 ER-96-3 <br />
