L) 0 • Demolition of all dilapidated structure(s) and removal of all demolition material from premises to an approved landfill site is required in accordance with San Joaquin ,, County Ordinance Code, Section 5-2401. San Joaquin County Department of Public Works, Public Services Division 5 The Public Services Division provided the following recommendations: • The excavation plan must be prepared by a Registered Civil Engineer and include details of the access road, haul route, stockpile area for top soil, and any stockpile or excavation must be 25 feet clear of Koster Road right-of-way. • Loads on Koster Road must be restricted to legal loads only (Streets and Highway Title Section 10-2530). • A video tape of road conditions on Koster Road, along haul route, is required prior to the start of excavation. The condition of Koster Road shall be reviewed with the Department of Public Works prior to the start of excavation and every five years I thereafter (Development Title Section 9-1415.2). �J • A bond or cash deposit in the amount acceptable to the Department of Public Works . shall be filed with the Department with a guarantee that, if the permittee fails, refuses, or neglects to repair, under permit, any damages to Koster Road which may result from permittee's operations, the Department of Public Works may do the work necessary to restore those roads and bridges equal to, or better than, its original condition, using the funds from said bond or cash deposit, subject to review and adjustment for inflation every 5 years. I • The Traffic Impact Mitigation Fee will be required for development due and payable at the time of building permit application. The fee currently is $161.30 per daily trip end in the Tracy area. [A "daily trip end" is defined as one end of a trip that would occur on a typical weekday. Any trip has two trip ends: one at the point of origin 'and the other at the point of destination.] The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published by the Engineering News Record. • Koster Road bridge across Delta Mendota Canal has insufficient strength and width for-current highway standards. If this bridge is used for haul route, it shall be replaced with a bridge meeting current design standards. • A traffic study must be prepared to determine the width and structural section requirements of Koster Road or any impacts and mitigation measures. The proponent must deposit funds with the County for all costs, as estimated by the Division, prior to the Department of Public Works preparing or contracting for the required study. Any mitigation required by the traffic study must be provided by the applicant (Development Title Section 9-1150.4). Draft Environmental Impact Report 3-24 ER-96-3
