No Proiect <br /> The surface soil at the project site would not be disturbed under this alternative, except <br /> possibly by conventional agricultural practices (i.e., disking and plowing). The impact of <br /> soil disturbance would be less-than-significant. <br /> Mitigation Measure 4.2-8a (Alternatives 1, 2, and 3) <br /> Prior to commencement of mining, the proponent shall be required to submit a soil <br /> reconstructionlanprepared b Y a qualified soil scientist which establishes specific <br /> A <br /> procedures for the amendment of soil used for agricultural reclamation at the project <br /> site.. The plan shall present recommendations for suitable soil texture and the types <br /> and application rates of soil amendment products. At a minimum, the upper three <br /> feet reconstruction surface soils shall have an organic content of one percent. The <br /> plan shall demonstrate that potential migration of amendments to surface water or <br /> groundwater shall not result in reduction of water quality. In addition, the plan shall <br /> provide for procedures and specifications for a soil fertility and crop productivity <br /> monitoring program for test plots within the Phase 1 mining/reclamation area. <br /> Productivity goals shall be established on the basis of crop productivity of adjacent <br /> lands currently under agricultural production The soil reconstruction plan shall be <br /> submitted to the Development Services Division and Office of the Agricultural <br /> Commissioner for review and approval. <br /> Mitigation Measure 4.2-8b (Alternatives 1, 2, and 3) <br /> The proponent shall submit soil sample analysis from an independent laboratory for <br /> two-foot and four-foot depths (five random sample locations per 900 acres) of <br /> reclaimed soil. The analysis shall demonstrate that a minimum of 85 percent of the <br /> soil samples meet the specifications presented in Mitigation Measure 4.2-8a. <br /> Mitigation Measure 4.2-8c (Alternatives 1, 2, and 3) <br /> The reclamation plan shall be modified to specifically require segregation (into <br /> stockpiles) of the A- and B-horizons of the existing soils during soil removal. The A- <br /> horizon soils shall be reserved to serve as the uppermost layer of soil in areas of the <br /> project site to be revegetated. The proponent shall maintain a master map of <br /> stockpiled soils, identifying the location and quantities of the segregated soils. <br /> Level of Significance After Mitigation: <br /> Implementation of Mitigation Measures 4.2-8a through 4.2-8c would reduce the <br /> effects on agricultural soil resources and capability to a less-than-significant level. <br /> Draft Environmental Impact Report 4-24 ER-96-3 <br />
