V <br /> REGULATORY FRAMEWORK <br /> 4 <br /> San Joaquin County General Plan <br /> The San Joaquin County General Plan was adopted by the San Joaquin County Board of <br /> Supervisors on July 29,1992, and is the adopted land use plan for the County. As such, <br /> the proposed project must be considered with the policies and programs set forth in the <br /> General Plan. <br /> The Resources Chapter of the San Joaquin County General Plan provides objectives, <br /> policies, and implementation measures which are focused on achieving the long-term goals <br /> of the County regarding natural resource management and preservation, including <br /> agricultural lands and extractive resources. Relevant objectives, policies, and <br /> implementation measures from the General Plan are presented below. <br /> Agricultural Lands <br /> Objectives: <br /> 1. To9 <br /> rotect agricultural lands needed for the continuation of commercial <br /> P <br /> agricultural enterprises, small-scale farming operations and the preservation of <br /> open space. <br /> 2. To recognize agricultural lands that contain concentrations of small-scale <br /> agricultural operations and dwellings. <br /> i <br /> 3. To minimize the impact on agriculture in the transition of agricultural areas to <br /> urban development. <br /> Extractive Resources <br /> Objectives: <br /> 1. To protect extractive resources from urban development or encroachment. <br /> M <br /> 2. To provide for the production of extractive resources while protecting people, <br /> property, and the environment from hazards caused by resources extraction. <br /> Policies: <br /> 1. Mineral deposits of significant quantity, value, or quality, as identified by the State <br /> Division of Mines and Geology reports as MRZ-2 Mineral Resource Zones...shall <br /> remain in open space uses until extraction of resources, unless the immediate <br /> area has been committed to other uses. <br /> 2. Mined lands shall be reclaimed as soon as reasonably possible. <br /> Draft Environmental Impact Report 4-28 - ER-96-3 <br />
