IMPACTS AND MITIGATION MEASURES <br /> Standards of Significance <br /> The State CEQA and CountyGuidelines indicate that a project will normal) have a <br /> p ! Y <br /> significant effect on the environment if it will: <br /> r <br /> x <br /> Displace a large number of people; <br /> • Convert prime agricultural land (100+ acres) to non-agricultural use or impair the 41 <br /> agricultural productivity of prime agricultural farmland; <br /> • Conflict with adopted environmental plans and goals of the community where it is <br /> based; and/or k <br /> • Disrupt or divide the physical arrangement of an established community (State CEQA <br /> Guidelines, 1996). <br /> The disruption or division of"an established community" is not considered an impact of the <br /> proposed project or alternatives as the project site is located in an open area dominated <br /> by agriculture and other mining operations. This subject is therefore not addressed in the <br /> impact analysis presented below. In addition to the significance criteria listed above, <br /> compatibility with adjacent uses is also evaluated below. <br /> Impact 4.3-1 <br /> Displacement of People <br /> All Quarry Excavation Alternatives (1. 2. and 3} <br /> There is one on-site residence, located in the southwestern corner of the project site. ; <br /> Alternatives 1, 2, and 3 propose the removal of that residence. Relocation would be <br /> accomplished through a negotiated agreement between the proponent and the owner of <br /> the property, and would not be considered displacement of a "large number of people." <br /> The sale of the residence would be at the discretion of the current property owner, and this <br /> would not be considered a significant impact under CEQA. <br /> Alternative 4: No Project <br /> Implementation of Alternative 4 No Project would result in the continuation of current use <br /> p ( Project) <br /> of.the project site, including the on-site residence. No displacement impacts would occur. <br /> Impact 4.3-2 <br /> Loss of Prime Farmland <br /> All Quarry Excavation Alternatives (1,,-2. and 3) <br /> Implementation of Alternatives 1, 2, and 3 would result in the disturbance of the entire 142- <br /> acre project site. Approximately 131 acres would be excavated as part of the proposed <br /> Draft Environmental Impact Report 4-30 ER-96-3 <br />
