1
Impact 4.3-4 X
Compatibility with Adjacent Land Uses
All Quarry Excavation Alternatives (1. 2. and.3
The mining, excavation and on-site processing of aggregate materials at the project site
would introduce new sources of traffic, dust, and noise into the area. Increased truck traffic
on adjacent roadways resulting from the proposed processing facility and general mining
practices may generate traffic flow and safety concerns. A detailed discussion of the
effects of Alternatives 1, 2, and 3 on adjacent roadways, intersections, roadway and bridge
structural sections, and traffic safety is provided in Section 4.4. Construction and operation
of the quarry could affect adjacent residences and farming operations by generating dust. "`
The generation and settling of excessive fugitive dust could affect the quality of adjacent
crops. As indicated in Section 4.5, significant air quality effects related to the generation }
of fugitive dust would occur under each of the quarry excavation alternatives (1, 2, and 3). f
The location and operation of the proposed facility would introduce a new noise source to
the project site. The location of the proposed plant under Alternative 3 (in the southwest
corner of the project site) would create a significant and unavoidable noise impact at one
of the adjacent residence locations. Refer to Section 4.6 for a detailed discussion of noise
impacts and subsequent mitigation.
Therefore, implementation of Alternatives 1, 2, and 3 would introduce additional truck traffic
to surrounding roadways, add to existing fugitive dust emissions, and introduce a new
noise source into the area. These impacts are commonly associated with mining
operations, and in part with agricultural operations, which surround the project site. The
effect of project-generated dust on adjacent agricultural practices, and the noise impacts
associated with Alternative 3, may be incompatible with existing uses and would be
considered a potentially significant impact. f,
Aiternative_4:__No Project }
Implementation of Alternative 4 No Project would result in the continued use of the project
p ( Project) p J
site for existing agricultural and residential uses. As a result, 'no new issues of
compatibility would result and the impact is considered less-than-significant.
Mitigation Measure 4.3-4a (Alternatives 1, 2, and 3)
Implementation of the Mitigation Measures set forth is Sections 4.4, 4.5, and 4.6
would reduce the effects of traffic, fugitive-dust, and noise on surrounding residences
but not to a less-than-significant level.
Level of Significance After Mitigation:
While the area surrounding the project site has a land use designation and zoning
classification which allows or conditionally allows mining operations such as the
Draft Environmental Impact Report 4-34 ER-96-3
i
