would be provided only by interchanges with no at-grade intersections. The AADT and
peak month ADT east of the 1-580 interchange is 14,000 and 15,300 vehicles respectively,
and east of the 1-5 interchange, 13,200 and 14,400 vehicles respectively. The SR 13211-
580 interchange provides access between SR 132 and 1-580 to the north.
SR 132 was recently widened within the study area to provide a short divided section with
one through lane plus auxiliary lanes in each direction at Bird Road. This widening was
constructed to accommodate truck movements for the Teichert Aggregates Quarry.
Local Environment
Local access is provided in the project area by two-lane roadways on limited right-of-way. "'
The local roads are described below.
Koster Road is a north/south county local road which borders the project site's eastern
boundary and extends from Gaffery Road in Stanislaus County north to Linne Road in San
Joaquin County. Koster Road, located approximately.one mile east and parallel to 1-5, is
a two-lane road with no shoulders and no posted speed limit. From the project site north
to SR 132, Koster Road has a paved surface ranging from 22 to 24 feet wide; south of the
project site, Koster Road is 18 to 20 feet wide. The pavement is in fair condition. The ADT
on Koster Road are approximately 400 vehicles per day just south of SR 132 and 600
vehicles per day to the north.
Bird Road is a north/south county collector road which extends from a short distance south
of 1-580 to Grant Line Road in San Joaquin q County. Bird Road, located approximately one
mile west and parallel to 1-5, is primarily a two-lane road with 18 to 20 feet of paved width
with no shoulders and no posted speed limit. Bird Road will be improved to mitigate the
impacts of the Teichert Aggregates Quarry development. Bird Road will be widened to 40
feet of paved surface from the west main gate for Teichert Aggregates to Blewett Road. `
From Blewett Road to SR 132, Bird Road will be widened to 32 feet. ]
The ADT on Bird Road are approximately 510 vehicles per day just south of SR 132 and
250 vehicles per day to the north.
Blewett Road is an east/west county local road which extends from Bird Road in San
Joaquin County east to SR 33 in Stanislaus County. Blewett Road will be widened to 32
feet of paved surface from Bird Road to the north entrance to the Teichert Aggregates
Quarry. From the quarry access to Koster Road, Blewett Road is a two-lane road with 18
to 20 feet of paved width with no shoulders and no posted speed limit. The ADT on
Blewett Road are estimated at 100 to 200 vehicles.
Truck Traffic Volumes
Truck volumes are included in the overall traffic counts. Caltrans 1995 data shows the
following truck traffic volume percentages of daily traffic for the state highways in the
project study area:
Draft Environmental Impact Report 4-38 ER-96-3
