of the proposed Koster Road Quarry, no hauling is expected during the PM peak hour
(4:00-6:00 PM). The hours of quarry operation would be from 5:00 Ann to 4:00 PM. Some
night hauling may be required to serve public sector agency projects, but this would not
occur during the PM peak hour. Five to ten employees would be employed on-site, all of
which would arrive before the AM peak hour and depart before the PM peak hour.
The proponent has stated that a maximum of 150 truck loads of material would be
generated by the quarry, daily. A maximum of 20 truck loads would be generated during
the AM peak hour. A total of 40 trips would be generated during the AM peak hour: 20
empty trucks would enter the quarry and 20 loaded trucks would depart.
For the purposes of the analysis of traffic and circulation impacts, truck trips were
converted to passenger car equivalents. The Highway Capacity Manual defines the
passenger car equivalence (PCE) for trucks on level terrain as 1.5 PCEs per truck.
Because of the special operating characteristics of gravel trucks, one gravel truck trip was
considered equivalent to 2 passenger cars. This value represents an average PCE for
gravel trucks (a loaded truck may occupy more of the roadway capacity than 2 passenger
cars and an empty truck may occupy less capacity).
Trip Distribution
Unique trip distribution estimates were
developed for each of the project Project Trip Distribution
Alternative 1: Delta Mendota Crossing y r
alternatives.
For Alternative 1, where the quarry access Bird Rd 45% Koster Rd `
♦ 30% $D% 10% SR 132
would be provided on Koster Road, the
predominate movement of truck traffic was _ 5% 5% 90%
assumed to be on Koster Road north of i 5% 5% 5% Blewatt Rd
Blewett Road.
