mitigation measures of the proposed project in this EIR that would modify the design of any
interstate freeways would require state and federal approval. Any changes to SR 132
would require state approval. Construction within a state right-of-way would require an
encroachment permit.
IMPACTS AND MITIGATION MEASURES
Standards of Significance
Project area roadways and intersections fall within the jurisdictions of San Joaquin County
and Caltrans. Caltrans has established LOS D as the minimum acceptable LOS for traffic
operations on project area roadways (Franzen, personal communication). The San
Joaquin General Plan also requires LOS D be maintained at all intersections and State
highway roadway segments.
For-unsignalized intersections, LOS is measured for each approach that is stop sign
controlled. Unsignalized intersections may operate at a lower LOS and still not satisfy
traffic signal warrants. For unsignalized intersections, LOS E was considered the minimum
acceptable LOS for individual traffic movements.
The project would have a significant impact on traffic and circulation if it would:
• Change the level of service at a signalized intersection, or on a State highway
segment, from acceptable levels (LOS D or better) to unacceptable levels (LOS
E or F).
• Change the LOS for the stop sign controlled approaches to an unsignalized
intersection from LOS E or better to LOS F.
• add trips to an intersection or roadway which would operate at an unacceptable
LOS without the project.
• Cause failure of roadway structural sections or bridge structures.
• Creation of an unsafe driving condition.
Transportation and Circulation Impacts
LOS summaries of existing and existing plus project conditions are provided in Tables
4.4-2 through 4.4-4. None of the alternatives would result in significant traffic LOS impacts
if the proposed quarry opened today. However, there would be transportation and
circulation impacts not identified by this LOS analysis, such as structural damage to the
roadway sections and cumulative impacts. These effects are discussed below. It should
be noted that the proponent has indicated that the processing plant will not receive or
distribute truck traffic during the PM peak hour (4 to 6:30 PM). Therefore, an analyses of Ll
this scenario was not conducted as part of this EIR and the proponent's permit application
will be conditioned to restrict such activity.
Draft Environmental Impact Report 4-44 ER-96-3
