Any changes to SR 132 <br /> would require state approval. Construction within a state right-of-way would require an <br /> encroachment permit. <br /> IMPACTS AND MITIGATION MEASURES <br /> Standards of Significance <br /> Project area roadways and intersections fall within the jurisdictions of San Joaquin County <br /> and Caltrans. Caltrans has established LOS D as the minimum acceptable LOS for traffic <br /> operations on project area roadways (Franzen, personal communication). The San <br /> Joaquin General Plan also requires LOS D be maintained at all intersections and State <br /> highway roadway segments. <br /> For-unsignalized intersections, LOS is measured for each approach that is stop sign <br /> controlled. Unsignalized intersections may operate at a lower LOS and still not satisfy <br /> traffic signal warrants. For unsignalized intersections, LOS E was considered the minimum <br /> acceptable LOS for individual traffic movements. <br /> The project would have a significant impact on traffic and circulation if it would: <br /> • Change the level of service at a signalized intersection, or on a State highway <br /> segment, from acceptable levels (LOS D or better) to unacceptable levels (LOS <br /> E or F). <br /> • Change the LOS for the stop sign controlled approaches to an unsignalized <br /> intersection from LOS E or better to LOS F. <br /> • add trips to an intersection or roadway which would operate at an unacceptable <br /> LOS without the project. <br /> • Cause failure of roadway structural sections or bridge structures. <br /> • Creation of an unsafe driving condition. <br /> Transportation and Circulation Impacts <br /> LOS summaries of existing and existing plus project conditions are provided in Tables <br /> 4.4-2 through 4.4-4. None of the alternatives would result in significant traffic LOS impacts <br /> if the proposed quarry opened today. However, there would be transportation and <br /> circulation impacts not identified by this LOS analysis, such as structural damage to the <br /> roadway sections and cumulative impacts. These effects are discussed below. It should <br /> be noted that the proponent has indicated that the processing plant will not receive or <br /> distribute truck traffic during the PM peak hour (4 to 6:30 PM).
