Alternative 4: No-Project <br /> No transportation or circulation impacts would occur. <br /> Mitigation Measure 4.4-1a (Alternative 1) <br /> Reconstruct Bird Road from the proposed project access to SR 132 and provide a <br /> 32-foot paved roadway surface with 50 feet of right of way according to County of <br /> San Joaquin typical rural road sections. The Koster Road bridge across the Delta <br /> Mendota Canal shall also be reconstructed to provide a 32-foot wide roadway <br /> surface. The improvement plans and specifications shall be prepared by a <br /> registered civil or structural engineer and shall be subject to approval by the <br /> Department of Public Works. f <br /> Truck traffic shall be prohibited on Blewett Road east of the Teichert Aggregates <br /> quarry access, or as an alternative, Blewett Road shall be reconstructed to provide <br /> a 32-foot paved roadway surface with 50 feet of right of way according to County <br /> of San Joaquin typical rural road sections for the portions of Blewett Road the <br /> proponent proposes to use. All bridges along such routes shall be certified as <br /> sufficient by a registered structural engineer, or shall be upgraded to accommodate <br /> anticipated loads and to provide a 32-foot wide roadway surface. Improvement <br /> plans and specifications shall be prepared by a registered civil or structural engineer` <br /> and shall be subject to approval by the Department of Public Works. <br /> A video tape of road conditions shall be prepared for all haul routes between the <br /> project site access and SR 132. The condition of the haul routes shall be reviewed <br /> with the County Public Works Department every five years. A Maintenance <br /> Agreement shall be executed with the County to ensure repair of haul routes on <br /> County Roads between the project site access and SR 132. The Maintenance <br /> Agreement shall require a bond or cash deposit in an amount deemed acceptable <br /> to Public Works, and shall be renewed every five years for the life of the project. <br /> The proponent shall pay a traffic impact mitigation fee based on the average daily <br /> trip-ends for the life expectancy of the project. <br /> Level of Significance After Mitigation: <br /> Implementation of Mitigation Measure 4.4-1 a would reduce Alternative 1's effect on <br /> roadway structural sections and bridges to a less-than-significant level. <br /> Mitigation Measure 4.4-1b (Alternative 2) <br /> Blewett Road shall be reconstructed to provide a 32-foot paved roadway surface <br /> with 50 feet of right of way according to County of San Joaquin typical rural road <br /> sections for the portions of Blewett Road the proponent proposes to use. All <br /> bridges along such routes shall be certified as sufficient by a registered structural <br /> Draft Environmental Impact Report 4-48 ER-96-3 <br />
