i
f y
reclamation activities would occur concurrently during the approximately 56-year mining
and reclamation period. Exhaust emissions from mining and reclamation activities include i
emissions associated with the transport of machinery and supplies to and from the project
site, emissions produced on-site through .equipment use, and emissions from trucks i
transporting mined materials across the project site to the processing plant. Estimated i
regional mobile source emissions are presented in Table 4.5-6 for Alternatives 1, 2, and
i 3.
Implementation of Alternatives 1, 2, and 3 would also result in off-site mobile source
emissions from truck and employee trips generated by processing plant operations. The ,
proposed project is anticipated to generate a daily average of 300 truck trips (150 truck
loads) and employ approximately five to ten individuals (Bowman, 1997). To determine I`
mobile source emissions associated with truck and employee trips, an assessment was
conducted using the computer model URBEMIS5, a model recommended by regulating air
quality agencies for determination of mobile-source emissions. The truck and employee
i trip component of regional mobile source emissions are also presented in Table 4.5-6 (in r
the row entitled "Off-Site Truck and Employee Trips").
Table 4.5-6: Projected Regional Mobile Source Emissions
From Equipment and Motor Vehicles (Alternatives 1, 2, and 3) I
.r
POLLUTANT(lbs/day)
ACTIVITY
ROG CO NOx PM10
On-site Mobile Equipment Exhaust' 0.5 10.1 5.7 0.6
Off-site Truck and 'Employee Tri s 46.2 191.0 256.0 48.9
p jll
TOTAL MOBILE SOURCE EMISSIONS 46.7 201.1 261.7 49.5
SJVUAPCD Interim Significance Thresholds' 55 550 55 82
' Based on U.S. EPA AP-42 emission factors and methodology obtained from SMAQMD Air Quality
Thresholds of Significance, ,tune 1995. Because CO emissions tend to disperse rapidly, CO is typically
analyzed as a localized pollutant and is not anticipated to contribute significantly to regional
CO pollutant levels. Although mobile source emissions of PM,, would be less than the
h .
ii
Draft Environmental Impact Report 4-75 ER-96-3 ?i
II
