The <br /> Department has reviewed the NOP <br /> for the above referenced sand and gravel extraction <br /> � <br /> project on 141 acres and offers thefollowing comments. <br /> MINE RECLAMATION <br /> The proposed project would� allow the extraction of sand and gravel on 130 acres of <br /> 141 acre site and the installation of a processing facility on the remaining 11 acres. Pits will be <br /> excavated to a depth of 125 feet over four phases during the 56-year life of the proposed <br /> project. The project is in the proximity of Delta-Mendota Canal and the California Aqueduct. <br /> The Department's Office of Mine Reclamation (OMR) conducted a site visit to the proposed <br /> project in September 1996 and reviewed the associated reclamation plan at that time. The <br /> following comments, prepared by Mary Ann Showers and Catherine Gaggini, address the <br /> reclamation plan submitted in September 1996, as well as the reclamation plan submitted with <br /> the NOP. <br /> The Surface Mining and Reclamation Act of 1975 (SMARA) (Public Resources Code <br /> Section 2710 et seq.) and the State Mining and Geology Board regulations for surface mining <br /> and reclamation practice (California Code of Regulations (CCR) Title 14, Chapter 8, Article 1, <br /> Section 3500 et seq.; Article 9, S4btion 3700 et seq.) require that specific items be addressed <br /> or included in reclamation plans. The reclamation plan presented in the NOP does not <br /> address many of the requirementi of SMARA and the CCR, nor is it the same document <br /> reviewed in September. Because fan EIR will be prepared for the project, the Department <br /> recommends that the reclamation plan be prepared in conjunction with the EIR. Information <br /> relating to site reclamation presented in the EIR can be referenced in and appended to the <br /> reclamation plan. The Department recommends that the reclamation plan incorporate the <br /> following information. <br /> Mi-ninq Operation and Closure <br /> (Refer to SMARA Sections 2770.5,2772(a),(b),(c),(d),(e),(f),(I),U), <br /> CCR Sections 3502(b)(2),(b)(5),3709(a),(b), 3713(a),(b)) <br /> The NOP indicates that th6' proposed project is located in proximity to several other <br /> proposed pits. The Department recommends that the DEIR's project location map <br /> delineate those other sites:+ <br />
