The
Department has reviewed the NOP
for the above referenced sand and gravel extraction

project on 141 acres and offers thefollowing comments.
MINE RECLAMATION
The proposed project would allow the extraction of sand and gravel on 130 acres of
141 acre site and the installation of a processing facility on the remaining 11 acres. Pits will be
excavated to a depth of 125 feet over four phases during the 56-year life of the proposed
project. The project is in the proximity of Delta-Mendota Canal and the California Aqueduct.
The Department's Office of Mine Reclamation (OMR) conducted a site visit to the proposed
project in September 1996 and reviewed the associated reclamation plan at that time. The
following comments, prepared by Mary Ann Showers and Catherine Gaggini, address the
reclamation plan submitted in September 1996, as well as the reclamation plan submitted with
the NOP.
The Surface Mining and Reclamation Act of 1975 (SMARA) (Public Resources Code
Section 2710 et seq.) and the State Mining and Geology Board regulations for surface mining
and reclamation practice (California Code of Regulations (CCR) Title 14, Chapter 8, Article 1,
Section 3500 et seq.; Article 9, S4btion 3700 et seq.) require that specific items be addressed
or included in reclamation plans. The reclamation plan presented in the NOP does not
address many of the requirementi of SMARA and the CCR, nor is it the same document
reviewed in September. Because fan EIR will be prepared for the project, the Department
recommends that the reclamation plan be prepared in conjunction with the EIR. Information
relating to site reclamation presented in the EIR can be referenced in and appended to the
reclamation plan. The Department recommends that the reclamation plan incorporate the
following information.
Mi-ninq Operation and Closure
(Refer to SMARA Sections 2770.5,2772(a),(b),(c),(d),(e),(f),(I),U),
CCR Sections 3502(b)(2),(b)(5),3709(a),(b), 3713(a),(b))
The NOP indicates that th6' proposed project is located in proximity to several other
proposed pits. The Department recommends that the DEIR's project location map
delineate those other sites:+
