The Department recommends that the reclamation plan develop and implement a <br /> revegetation test program to"demonstrate that the sediment basin fines can be <br /> reclaimed-for agricultural use. Tests should focus on the amounts and types of <br /> amendments, especially organic material, that will be incorporated into the silty clay <br /> material so that crops can be grown. For example, the original reclamation plan <br /> specifies that 500 pounds per acre of fertilizer will likely be required. The application <br /> rate should be determined through soils analysis of the sediment pond fines and test <br /> plots. <br /> 7 <br /> 4 � <br /> 8. The revegetation plan proposes to mulch and seed pit slopes with a mixture of blando <br /> brome, rose clover, and annual rye grass. It is recommended that the straw mulch be <br /> a <br /> incorporated into the slopes using a sheep's roller foot or equivalent, followed by the <br /> seeding. Given the steepness of the slopes and substrate, it is also recommended that <br /> the reclamation plan demonstrate that proposed fill slopes can be revegetated as <br /> proposed. <br /> 9. The reclamation plan proposes to monitor revegetation for a period of five years. <br /> Revegetation monitoring should continue until performance standards are met. The <br /> revegetation program should'also include remedial measures to be implemented if <br /> reclamation to agricultural crops cannot be achieved. It is also recommended that a <br /> specific cover standard for the erosion control mix be provided in the reclamation plan. <br /> 'i <br /> 124ND CONSERVATION <br /> k " i <br /> The Department, in addition to administering SMARA, also monitors conversion and <br /> impacts to prime agricultural land. The reclamation plan may already address the following <br /> t comments which relate to prime agricultural land, however the Department provides the <br /> ' following comments to the project proponent for general information. <br /> Prime Agricultural Land <br /> The California Code of Regulations (Section 15000 et seq., Appendix G [y]) states that a <br /> project will normally have a significant effect on the environment if it converts prime agricultural <br /> land to non-agricultural use or impairs the agricultural productivity of prime agricultural land. In <br /> r order to quantify impacts on prime agricultural land, the DER could identify the location of <br /> prime agricultural land within the project site, the number of acres of prime land that will be <br /> developed for the project, and the number of acres expected to be reclaimed to prime land. f <br /> � II <br /> Agriculture Production Data and Economi, MultiFier <br /> F, To compare project alternatives, the following data on the agricultural character of the <br /> project area could be provided in the DEIR: <br /> A discussion of current and past agricultural use of the project area and data on types of <br /> crops grown, yields, and crop values. <br /> w <br />
