STATE OF CALIFORNIA—THE RESOURCES AGENCY PETE WILSON, Governor
DEPARTMENT OF FISH AND GAME
REGION 2 e
1701 NIMBUS ROAD, SUITE A
RANCHO CORDOVA, CALIFORNIA 9M70
(916) 358-2900
RLCIVD
January 7, 1996 JAN 1 o 1997
Dnmmunity DeveiopM-e
nt Dept
Ms. Kerry Sullivan
San Joaquin County Community Development
1810 East Hazelton Avenue
Stockton, California 95205
Dear Ms. Sullivan:
The Department of Fish and Game (DFG) has reviewed the Notice of
Preparation for a draft Environmental Impact Report, SCH # 96112069. The project
consists of a Quarry Excavation Application No. QX-96-1. The applicant proposes to
extract 29,750,000 tons of material from a 141-acre project site over 56 years leaving a
125-foot deep pit. The project is located in the southern portion of San Joaquin County
approximately one-half mile south of Blewitt Road, on the west side of Koster Road.
Wildlife habitat resources consist of agricultural land, primarily orchards, located
between the Delta Mendota Canal and the California Aqueduct. Significant resources of J
the project include habitat for the San Joaquin kit fox. The project site is within an area J
identified as "buffet" area in San Joaquin County's draft kit fox Habitat Conservation
Plan.
The draft EIR should address and provide mitigation for the following:
1. The project's impact to special status species including State-and
Federally-listed plants and animals. We are particularly concerned with
this project's potential for impacts to the Federally-listed, endangered San #
Joaquin kit fox (Vulpes macrotis muticia). The draft EIR should identify
the project's value to the kit fox including its use as foraging and dispersal
habitat.
2. The project's growth inducing and cumulative impacts upon fish, wildlife,
water quality, and vegetative resources.
