The project <br /> consists of a Quarry Excavation Application No. QX-96-1. The applicant proposes to <br /> extract 29,750,000 tons of material from a 141-acre project site over 56 years leaving a <br /> 125-foot deep pit. The project is located in the southern portion of San Joaquin County <br /> approximately one-half mile south of Blewitt Road, on the west side of Koster Road. <br /> Wildlife habitat resources consist of agricultural land, primarily orchards, located <br /> between the Delta Mendota Canal and the California Aqueduct. Significant resources of J <br /> the project include habitat for the San Joaquin kit fox. The project site is within an area J <br /> identified as "buffet" area in San Joaquin County's draft kit fox Habitat Conservation <br /> Plan. <br /> The draft EIR should address and provide mitigation for the following: <br /> 1. The project's impact to special status species including State-and <br /> Federally-listed plants and animals. We are particularly concerned with <br /> this project's potential for impacts to the Federally-listed, endangered San # <br /> Joaquin kit fox (Vulpes macrotis muticia). The draft EIR should identify <br /> the project's value to the kit fox including its use as foraging and dispersal <br /> habitat. <br /> 2. The project's growth inducing and cumulative impacts upon fish, wildlife, <br /> water quality, and vegetative resources. <br />
