Gilton Resource Recovery <br /> Food By-Product / Feed Production Site <br /> Odor Impact Minimization Plan <br /> If objectionable on-site or off-site odors are detected, the operator will implement <br /> the following protocol: <br /> 1 . Investigate and determine the likely source of the odor <br /> 2. Determine if on-site management practices could remedy the problem and <br /> immediately institute those steps to control and mitigate the odors <br /> 3. If only detected on-site, determine whether or not the odor is traveling <br /> beyond the site by patrolling the site perimeter and noting current wind <br /> and weather patterns <br /> 4. Determine whether or not the odor is significant enough to warrant <br /> contacting the adjacent neighbors and/or the enforcement agency <br /> II. Complaint Response Protocol <br /> In the event that a complaint regarding odors is received, the Site operator will: <br /> 1 . Contact the Site Manager to verify that the Site is indeed the source of the <br /> odor <br /> 2. If the odor is detected at the Site, the Site Manager will investigate the <br /> nature of the source of the odor complaint and implement operational <br /> changes to minimize and/or mitigate odors <br /> 3. If the odor is not detected at the facility, the Site Manager will investigate <br /> the area surrounding the facility to determine the potential source of the <br /> odor <br /> 4. If warranted, the Site Manager will contact and meet with the enforcement <br /> agency and the complainant (if known, and if they choose to participate) <br /> within a reasonable time frame to discuss the nature, character and <br /> potential source of the odor, and discuss operational changes that have <br /> been (or will be) implemented <br /> 5. Document the complaint in the "Special Occurrence / Complaint Log", <br /> including the nature of the complaint and the actions taken in response <br /> and those involved in any discussions and follow-up actions <br /> III.
