San Joaquin County February 23; 2004
Environmental Health Department
304 East Weber Avenue, Third Floor
Stockton, Cali#;Drnia 95202-2708
Re: PA-02-600 (MS)
The purpose of this letter is to request your Department grant an exception to the
requirement ofconstructing a domestic well prior to recordation of a Parcel Map, per
Your attached letter, paragraph C.
My wife and I are in our 807s and require around the clock home nursing care. We have
lived in our home for 45 years. Our intensions for establishing a separate parcel for our
home is to protect an asset that we treasure and have raised our family in.
We have paid all ofthe fees and met all the requirements set forth by San Joaquin County
except for the requirement to construct a dpmeair, well. When we purchased the ranch in
1948, there was not an Irrigation District established at that time, so we had a large well
constructed to serve our farming and personal residence. l would like to note that this
well has not been utilized for farming for some 30 years. Although this well would not be
located on the parcel that we are attempting to establish, the duality of the water is
excellent and the quantity that it produces far exceeds our demands.
My wife and I have owned property here on Lammers Road for 56 years and feel that an
exception by your Department should be granted. We feel that a tranfer restriction placed
on the parcel requiring a domestic well be constructed prior to the sale of the parcel
would protect San Joaquin County Health Department and new owners if that were to
happen.
We would appreciate you approving the establishment of the parcel and placing a transfer
restriction concerning the construction of a domestic well if or when the parcel is sold.
Thank You,
Sam Tuso i
27369 S. Lammers Road.
Tracy, CA. 95377
