Adopted November 10, 2001. <br /> 2.8 Hydrology and Water Quality <br /> The focus for hydrology and water quality is primarily on project impacts in the waterways surrounding <br /> Stewart Tract,a Delta island bounded by the San Joaquin River,Old River,and Paradise Cut. The River <br /> Islands EIR provides sufficient detail to analyze effects related to hydrology and water quality at a project <br /> level of detail for all urbanized uses, including the provision of electricity and telecommunications. <br /> The River Islands EIR included substantial site-specific, water-related technical analyses developed by <br /> HSI Hydrologic Systems of San Rafael and MBK Engineers of Sacramento. These analyses were <br /> provided as technical appendices to the EIR and are incorporated by reference. <br /> The previous LAFCO Initial Study/MND MMP included mitigations for the flood proofing of electrical <br /> distribution facilities,meeting the minimum requirements of the Uniform Building Code for these <br /> facilities and for complying with San Joaquin County Environmental Health Division standards for <br /> domestic water supplies. The MMRP proposed with this initial study includes these mitigations by <br /> reference. <br /> 2.8.1 Regulatory Background <br /> As described in the River Islands EIR,the regulatory background of surface hydrology in the Delta region <br /> has been a contentious and complex issue for many years.The hydrology and water quality regulatory <br /> components are inextricably linked,and two major processes are ongoing to attempt to solve the water <br /> supply,water quality,and ecosystem restoration needs in the Delta: the State Water Resources Control <br /> 41 <br />
