Any remaining PG&E electric customers will either <br /> remain PG&E customers (should PG&E have the ability to serve them) or choose to take <br /> service from LID. PG&E facilities will not be acquired by LID,however, it is expected <br /> that as new development occurs,existing customers will likely disconnect from PG&E <br /> services and eventually become LID customers. However, these customers could still <br /> remain with PG&E if PG&E facilities are still available to provide service to them. <br /> B. Key Organizational Aspects of the Lathrop Irrigation District <br /> LID currently has three (3) board members. The Board meets as necessary, posting and <br /> providing notice for public meetings in accordance with State law, including the <br /> provisions of the Brown Act. As the LID area expands and new infrastructure is <br /> installed,two additional Board members may be added. <br /> Currently,there is no administrative, maintenance or support staff at LID. After <br /> annexation and before implementation of the electrical service plan, a General Manager <br /> will be hired under contract to LID. The General Manager will oversee all day to day <br /> operations of the LID, hire additional support staff as necessary (or will utilize <br /> contractual support) and will consider maintenance and operation agreements for the <br /> provision of electrical service in the proposed service territory, consistent with this Plan <br /> for Service. <br /> Alternatively, LID may choose to hire an operating company to provide complete turnkey <br /> electric distribution services including meter reading,billing, remittance processing, <br /> telephone center response and electric infrastructure engineering, design, construction, <br /> operations and maintenance as well as other required activities. <br /> C. Key Budgetary Aspects of the Lathrop Irrigation District <br /> 1. Capital Facilities <br /> LID,through RIPFA, financed potable water and sanitary sewer facilities that can serve <br /> all future and existing customers. It is expected that new development, as it occurs over <br /> time,will remove existing customers. RIPFA has the ability to issue additional land <br /> secured debt,and can issue revenue based bonds once operations of LID are established. <br /> Additionally, LID has the ability to charge fees, rates assessments and special taxes. The <br /> method of revenue generation depends on the type of service provided and the type of <br /> financing vehicle used. <br /> a. Electricity - The costs of interconnecting with the grid, I I5kv transmission <br /> lines, 115kv/12kv substations and underground 12kv feeders will be borne by <br /> LID. Costs associated with the underground electric distribution systems within <br /> individual residential and commercial developments within the LID service area <br /> will paid by developers and homebuilders that develop areas within the River <br /> Islands project. These developers will then dedicate these facilities to LID. <br /> 6 <br />
