LID may also contract with Continental <br /> Cablevision, or create a competing service utilizing new infrastructure. <br /> C. Potable Water Service <br /> With the completion of the South County Surface Water Supply Project (SCSWP), the <br /> River Islands project(LID service area)will receive 3,500 acre feet of potable water from <br /> this source, as well as supplemental groundwater from the City's expanded wellfield. <br /> These sources were verified and approved in the City's SB 610 and SB 221 reports that <br /> were approved with the River Islands entitlements in 2003 and show that the proposed <br /> development has more than enough water to meet its needs under buildout conditions. <br /> As stated previously, LID will likely own the distribution facilities on the Stewart Tract <br /> and contract with the City of Lathrop for its operations, with a reservation to operate and <br /> maintain them should the City not. <br /> D. Wastewater and Recycled Water <br /> The existing wastewater collection system in Lathrop is restricted to the developed <br /> eastern portion of the City and is only now being extended west of Interstate 5 now with <br /> the construction of the Mossdale Landing project. The Master Plan includes a proposed <br /> wastewater collection system on Stewart Tract that would treat wastewater at a water <br /> recycling plant on Stewart Tract. Alternatives to this system allow for the treatment and <br /> disposal of wastewater generated from both Mossdale Village and Stewart Tract at the <br /> existing Water Recycling Plant No. 1 (WRP#1) in East Lathrop. The expansion of WRP <br /> #1 to accommodate Mossdale Village and River Islands development is the City's <br /> preferred approach. To facilitate reclamation of effluent generated from WRP#1,dual <br /> distribution system would be provided in new developments for non-potable water use, <br /> such as landscape irrigation. LID, through RIPFA,will finance both interim and <br /> permanent disposal sites for recycled water created by the River Islands project. <br /> As with the water system, LID will finance and own the sanitary sewer and recycled <br /> water distribution systems, and the City of Lathrop would operate them under contract to <br /> LID. <br /> E. Provision of Irrigation Water <br /> Currently,property owners on the Stewart Tract have constructed over 20 miles of <br /> irrigation canals and a number of pump stations for drawing irrigation water from the San <br /> Joaquin River system. These property owners enjoy riparian and appropriative rights for <br /> use of this water. As development occurs on the island, LID may, under contract with <br /> these property owners, operate and maintain an irrigation system that will be modified <br /> 13 <br />
