Box 1219 <br /> Lathrop, CA 95330 <br /> REPORT OF RECENT INSPECTION AND REQUEST FOR CORRECTIVE ACTION REPORT, <br /> CALIFORNIA NATURAL PRODUCTS, SAN JOAQUIN COUNTY <br /> The discharge of industrial wastewater from California Natural Products is regulated by Waste <br /> Discharge Requirements Order No. R5-2003-0141. On 14 May 2014, Central Valley Water <br /> Board staff inspected the facility. The photographic log is enclosed. <br /> During the inspection, staff found that the wastewater treatment facility and land application <br /> areas appeared to be adequately maintained with no signs of irrigation water runoff or nuisance <br /> conditions. In summary, no violations of Order R5-2003-0141 were observed. <br /> Monitoring Report Review <br /> Staff has reviewed monthly monitoring reports for the period of January 2013 through January <br /> 2014 (inclusive). The reports are well organized and essentially complete. <br /> However, staff note that the biochemical oxygen demand (BOD) maximum loading rate of 300 <br /> pounds per acre per day (lbs/acre/day) and pH effluent limit of 6.5-8.5 were exceeded, as <br /> shown in the table below. <br /> Reporting period and date Daily BOD loading limit Effluent pH limit <br /> of exceedences (300 lbs/acre/day) (6.5-8.5) <br /> January301 , 31St 2013 1600, 1400 6.1 on Jan 31St <br /> February 1St 2 nd 3`d 2013 1000, 596, 764 ----------- <br /> November 23` , 26" 2013 ----------------- 6.3, 6.3 <br /> Effluent and land application loading limit discharge violations of Order R5-2003-0141. <br /> The BOD exceedances were correctly identified as violations of Order R5-2003-0141 on the <br /> monitoring report transmittal sheet. However, the pH violations were not. Additionally, the <br /> reports failed to contain a description of what caused the violations and how they would be <br /> corrected. Staff also notes that the violations were not included as part of the compliance <br /> discussion section required in the 2013 Annual Monitoring Report. <br /> By 15 September 2014, California Natural Products shall submit a corrective action report that <br /> discusses the cause of the BOD and pH exceedences and includes a plan to prevent future <br /> violations of Order R5-2003-0141. <br /> KARL E.
