This letter provides you with the form that La Bonne Vie Cellars is required to file with the <br /> Regional Board, information on fee requirements, and information on completing the technical report that <br /> is required to describe the wastewater generation/treatment/disposal system. <br /> Winery wastewater contains chemicals that can degrade surface and groundwater quality if not properly <br /> handled and disposed of. Therefore, Waste Discharge Requirements (WDRs) must be adopted by the <br /> Regional Board before any wastewater can be discharged. To obtain WDRs, you must first submit a <br /> Report of Waste Discharge (RWD). <br /> Consistent with California Water Code Section 13260,you are required to submit a complete RWD at <br /> least 120 days prior to discharging wastewater. Adoption of the WDRs can take longer than 120 days <br /> depending on the completeness of the RWD. You are encouraged to submit the RWD as soon as possible <br /> so that adoption of the WDRs does not delay your ability to operate during the crush season. Discharging <br /> wastewater without first securing WDRs is a violation of the California Water Code and exposes the <br /> discharger to enforcement actions, including fines. <br /> This letter constitutes a formal request for a Report of Waste Discharge (RWD) for the La Bonne Vie <br /> Cellars Winery. An RWD consists of the Form 200 Application/Report of Waste Discharge General <br /> Information (enclosed), a filing fee, and the answers to the Additional Questions. The RWD shall be <br /> prepared in a technical report by a California Registered Engineer. The RWD, at a minimum, shall <br /> address the Additional Questions; it shall also include any additional information required to explain the <br /> site specific processes. <br /> The filing fee is based on the threat and complexity of the discharge, as described in the enclosed filing <br /> fee schedule. We have determined that this discharge is categorized as 2B, with a $1,200 annual fee. <br /> Therefore, the RWD is to include a$1,200 check, made payable to the State Water Resources Control <br /> Board. <br /> California Environmental Protection Agency <br /> Co Recycled Paper <br /> The energy challenge facing California is real.
