L5.0 CONCLUSIONS AND RECOMMENDATIONS Given the historical uses of agricultural chemicals on the subject property, meaningful conclusions L regarding the presence or extent of such material cannot be determined without soil sampling and analysis. Such sampling and analysis is especially warranted in the conversion of agricultural land into residential use. L /Should the current residents of the subject property be interested in determining the quality of their drinking water, EHD should be contacted for direction regarding the potential for impacts to Lgroundwater from the agricultural history of the property and vicinity. Because no staining was observed in the vicinity of the transformers, the transformers are not L considered an environmental threat to the subject property at this time. Should Mr. Rausser or the EHD be concerned about PCB contamination from the transformers,PG&E should be contacted to test,retrofit,or replace the transformers. LIf aboveground fuel storage tanks and/or chemical containers are to remain in use on the property, those tanks/containers should be placed within the appropriate secondary containment. LAs the site is developed,any stained soil or sources of contamination,such as those identified in Section 3.3, should be characterized and properly disposed in accordance with federal, state, and local I regulations. L ✓If the existing structures are to be renovated or demolished, a survey to detect lead-based paints and ( asbestos-containing materials should be conducted prior to any such activities. L ,/6.0 LIMITATIONS LThis report was compiled as a Surface and Subsurface Contamination Report for the subject property. This report contains information and data provided to NOA by several sources. NOA in no way warrants the accuracy or completeness of the information provided to this investigation by those sources. LIt should be noted that when an environmental assessment is completed without sample collection and Lquantitative analysis of soil and groundwater beneath the site,as in this study,no statement of scientific certainty can be made regarding latent subsurface conditions which may be the result of on-site or off- L site sources. The findings and conclusions of this report are not scientific certainties, but rather, probabilities based on professional judgement concerning the significance of the data gathered during the course of this investigation.
