Environmental
Health Department does not accept copies of reports, copies of the professional stamp or
signature, nor does EHD accept faxed copies of these documents.
Your fax request on July 31, 2002, to proceed seems inappropriate. In your study, you
failed to submit a deep(25 foot)percolation test for proposed Parcel 41 and 43 and a
standard (approximate 42 inch) percolation test for proposed Parcel #3. In addition,a
permit for each percolation test shall be obtained prior to conducting the additional tests.
In accordance with EHD policies and conditions of approval for PA-02-03, each parcel
shall conduct a percolation test that meets the absorption rates in the Manual of Septic
Tank Practices or E.P.A. design manual.
Your indication that a condition be placed on the parcel map to require an engineered
design septic system without completing the minimum shallow and deep percolation tests
is inappropriate and the EHD cannot support. After more percolation testing has been
completed and if the results are not favorable, a California Registered Engineer may
propose a sewage disposal for the proposed parcels considering weather, soil, site
conditions, size of home and designing with 100%evaporation.
In addition, PA-02-03, the EHD condition B requires the private well be tested for
dibromochloropropane (DBCP) and nitrates. Samples are to be taken and analyzed by a
