Dear Kathy Allen: San Joaquin County is a signatory to San Joaquin County Multi-Specics Habitat Conservation and Open Space Plan (SJMSCP). Participation in the SJMSCP satisfies requirements of both the state and federal endangered species acts,and ensures that the impacts are mitigated below a level of significance in compliance with the California Environmental Quality Act(CEQA). Although participation in the SJMSCP is voluntary, ]cad agents should be aware that if project applicants choose against participating in the SJMSCP,they will be required to provide alternative mitigation in an amount and kind equal to that provided in the SJMSCP. SJCOG,Inc.has reviewed application PA-0400727(MS).This project involves subdividing two existing parcels into three parcels containing 103 acres, 88 acres and 82 acres. The project site is located north of Liberty Road and east of Mackvil)e Road;north of Clements. Any future structure(s)may require the conversion of Natural habitat and as such should condition the project applicant(s)to participate in the SJMSCP prior to development. The project is located within the unmapped land use areas and as per the requirements of the SJMSCP those projects are subject to case-by-case review by the Habitat Technical Advisory Committee(TAC)prior to participation.
