Construction activities shall not commence until the District has approved the Dust Control <br /> Plan. A template of the District's Dust Control Plan is available at <br /> hfto://www.valleyair.orq/bus ind/comply/PM10/forms/DCP-Form%20-%2012-01-2005.doe. <br /> Rule 2201 (New and Modified Stationary Source Review Rule)Amended December 15, 2005. This rule <br /> applies to all new stationary sources and all modifications of existing stationary sources which are <br /> subject to the District permit requirements and after construction emit or may emit one or more affected <br /> pollutant. The applicant must contact the District's Small Business Assistance Office at (209) 557-6446 <br /> to receive additional information/instructions. <br /> Rule 3135 (Dust Control Plan Fee) This rule requires the applicant to submit a fee in addition to a Dust <br /> Control Plan. The purpose of this fee is to recover the District's cost for reviewing these plans and <br /> conducting compliance inspections. More information on the fee is available at <br /> http://www.valleyair.org/rules/currntrules/Rule%203135%201005.pdf. <br /> Rule 4102 (Nuisance) applies to any source operation that emits or may emit air contaminants or other <br /> materials. In the event that the project or construction of the project creates a public nuisance, it could <br /> be in violation and be subject to District enforcement action. <br /> Rule 4601 (Architectural Coatings) limits volatile organic compounds from architectural coatings. This <br /> rule specifies architectural coatings storage, clean up and labeling requirements. <br /> Rule 4621 (Gasoline Transfer into Stationary Storage Containers, Delivery Vessels, and Bulk Plants) <br /> This rule limits VOC emissions from stationary gasoline storage tanks with capacity greater than 250 <br /> gallons (except for tanks subject to Rule 4623), gasoline delivery vessels, and tanks with capacity than <br /> 250 gallons, but not exceeding 19,800 gallons located at gasoline bulk plants. <br /> Rule 4622 (Gasoline Transfer into Motor Vehicle Fuel Tanks) This rule limits emissions of gasoline <br /> vapors from the transfer of gasoline into motor vehicle fuel tanks. <br /> Rule 4623 (Storage of Organic Liquids) This rule limits VOC emissions from tanks used to store organic <br /> liquids and applies to any tank with a capacity of 1,100 gallons or greater in which any organic liquid is <br /> placed, held, or stored. <br /> Rule 4641 (Cutback, Slow Cure, and Emulsified Asphalt, Paving and Maintenance Operations). If <br /> asphalt paving will be used, then paving operations of this project will be subject to Rule 4641. This rule <br /> applies to the manufacture and use of cutback asphalt, slow cure asphalt and emulsified asphalt for <br /> paving and maintenance operations. <br /> The District encourages the use of the following construction mitigation measures to provide additional <br /> reductions of the overall level of emissions: <br /> • Diesel equipment should use verified alternative diesel fuel blends or Ultra Low Sulfur Diesel <br /> (ULSD). The California Air Resources Board (CARB) has verified specific alternative diesel fuel <br /> blends for NOx and PM emission reduction. Only fuels that have been certified by CARB should be <br /> used. For more information on alternative diesel blends, please call Mr. Chris Acree, Senior Air <br /> Quality Specialist, at (559) 230-5829.
