Please note that other counties and cities in the <br /> State of California have feasible mitigation measures for the loss of agricultural lands that <br /> are recognized by the California Department of Conservation. The recognized <br /> availability of these mitigation measures has the potential of negating conclusions that the <br /> losses of agricultural lands arc significant and unavoidable. Some of the measures that <br /> have been seen are, open space conservatory,buy in on a recognized conservatory <br /> program such as U.S. Fish and Wildlife Management Areas, or locally designated <br /> agricultural use preserves, <br /> This project will increase the ambient air pollution problem existing in San Joaquin <br /> County. Please be aware that any increase of negative air quality may well impact <br /> negatively on future transportation projects. There may also be cumulative impacts on the <br /> air quality by additional projects located in the Ripon area that should be addressed within <br /> your CF.QA document. (Ref: See 176, Clean Air Act (42 USC 7506) CPQA Guidelines, § <br /> 15064, subd-(ix])) <br /> This project indicates that an encroachment permit may be required. The attached <br /> information is to assist the applicant in the permit process- The approved Environmental <br /> Document for the project must be included in the permit application. <br /> We suggest that the county continue to coordinate and consult with Caltrans to identify <br /> and address potential cumulative transportation impacts that may occur from this project <br /> and other developments near this geographical location. This will assist us in ensuring <br /> that traffic safety and quality standards are maintained for the traveling public on existing <br /> and future state transportation facilities. <br /> Please be advised that any future development adjacent to a State Route, whether the <br /> entitlement is deemed by the lead agency to be discretionary or ministerial should be sent <br /> to Caltrans for review. <br /> We look forward in continuing to work with you in a cooperative manner.
