Item No . 4 <br /> PC : 5-5-88 <br /> UP-88-28 <br /> Page 1 <br /> RECOMMENDATION <br /> Staff recommends that the Planning Commission approve UP-88-28 <br /> based upon the Findings noted in the staff report and subject to <br /> the recommended Conditions of Approval . <br /> FINDINGS <br /> 1 . "The establishment , maintenance, and operation of the use do <br /> not conflict with the General Plan. " <br /> ° Staff was able to make an affirmative determination for <br /> this finding. The establishment of a precast concrete <br /> manufacturing facility is consistent with the General <br /> Industrial map designation and the industrial policies of <br /> the General Plan. <br /> 2 . "Adequate utilities , access roads, sanitation, drainage, and <br /> other necessary facilities have been provided, and the pro- <br /> posed improvements are properly related to the existing and <br /> proposed streets and highways . " <br /> Staff was able to make an affirmative determination for <br /> this finding. The project site has frontage on Linne Road. <br /> Linne Road will be improved to accommodate truck traffic <br /> generated by the precast concrete manufacturing use . <br /> 3 . "The property involved is of adequate size and shape to <br /> accommodate the proposed use and all yards , building <br /> coverage, setbacks, parking areas, and other requirements of <br /> the Planning Title . " <br /> ° Staff was able to make an affirmative determination for <br /> this finding. The property contains approximately 33 <br /> acres, one-third of which will be used for Phase 1 of the <br /> precast-concrete manufacturing use . Adequate room will be <br /> available for the proposed future expansions, parking, sep- <br /> tic tank, and well . The site plan submitted complies with <br /> the regulations of the M-2 zone . <br /> 4 . "Issuance of the permit will not be significantly detrimental <br /> to the public health, safety, or welfare or be injurious to <br /> the property or improvements of adjacent properties . " <br /> Staff was able to make an affirmative determination for <br /> this finding. The proposed use is similar to the <br /> established Amaron pipe manufacturing facility located <br /> immediately east of the project site . The precast concrete <br />
