GP-01-14 AND ZONE RECLASSIFICATION APPLICATION NO. ZR-01-10 OF AURORA TRANSPORTATION (C/O JOSE ALVA) (FIFTH SUPERVISORIAL DISTRICT) IT IS RECOMMENDED: That the Board of Supervisors: 1. Approve the Negative Declaration; 2. Adopt a Motion of Intent to approve General Plan Amendment Application No. GP-01-14 based on the ability to make the required Basis for General Plan Amendment(Attachment"A' ; and 3. Adopt a Motion of Intent to approve Zone Reclassification Application No. ZR-01-10 based on the ability to make the required Bases for Zone Reclassification (Attachment`A' . BACKGROUND The applicant is proposing a General Plan Amendment and a Zone Reclassification to change the General Plan and Zoning designations of five parcels totaling 11.32 acres from Rural Residential (R/R; R-R)to Very Low Density Residential (R/VL; R-VL). The project site is currently in orchard. The surrounding land uses include a residential subdivision (Castello Estates) to the north; agricultural to the south; agricultural and commercial to the east; and agricultural to the west. If the General Plan Amendment and Zone Reclassification are approved, the applicant would submit a Major Subdivision application to create approximately 18 to 22 residential lots on the project site. A very similar project in the same vicinity came before the Board of Supervisors on January 15, 2002. At that meeting, the Board of Supervisors adopted a Motion of Intent to approve General Plan Amendment GP-01-2 and Zone Reclassification ZR-01-7 (Linne Estates). The Linne Estates project requested to change the General Plan and Zoning designations of 39.16 acres of property to the east and west of the subject property for this application from Rural Residential (R/R; R-R) to Very Low Density Residential (R/VL; R-VL).
