Prior to final occupancy, the applicant shall obtain discharge requirements from the California <br /> Regional Water Quality Board, Centra!Valley Region, prior to development(Water Code, Article <br /> 5, Section 13280). - ` <br /> b. Prior to issuance of building permit, the Environmental Health Department requires a soil <br /> suitability/nitrate loading study incorporating proposed staff and customer use which indicates <br /> that the area is suitable for septic tank usage (Development Title Section 9-1105.2[d]). A review <br /> fee of$465.00 must be paid at the time of submittal to the Environmental Health Department. <br /> i <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or the EPA Design manual for on-site waste water treatment and disposal systems <br /> is required for each parcel. A permit fee of$93.00 per percolation hole is required. <br /> c. Prior to issuance of building permits, the existing private water wells shall be tested for the <br /> chemical D i bromoch loropro pane (DBCP) and nitrates. Samples are to be taken and analyzed by <br /> a State approved laboratory (Development Title Section 9-1115.7). <br /> d. Construction of an individual sewage disposal system under permit and inspection by the <br /> Environmental Health Department is required at the time of development based on the Soil <br /> Suitability findings (Development Title Sections 9-1110.3 and 9-1110.4). <br /> e. Construct a water well under permit and inspection by the Environmental Health Department prior <br /> to occupancy. Should the number of non-resident individuals exceed 24 for at least 60 days per <br /> year, or the number of service connections exceed four, a yearly permit to operate a public water <br /> system will be required by the Environmental Health Department(Development Title Sections 9- <br /> 1120.2 and 9-1115.9). <br /> The supplier must possess adequate financial, managerial, and technical capability to ensure the <br /> delivery of pure, wholesome, and potable drinking water in accordance with Development Title <br /> Sections 9-1120.2 and 9-1115.9, CCR Title 22, and Health and Safety Code Sections 116525 <br /> through 116570. <br /> f. Any geotechnical drilling shall be conducted under permit and inspection by the Environmental <br /> Health Department(Development Title Sections 9-1115.3 and 9-1115.6).. <br /> g. Submit an application for a hazardous waste permit to the Environmental Health Department. <br /> h. If hazardous material is stored on the site, the applicant must register with the County Office of <br /> Emergency Services. <br /> i. If hazardous waste is generated, the applicant must obtain an EPA identification number and <br /> comply with applicable regulations. <br /> j. If floor drains are required, they must be plumber through a sand/oil separator and discharged to <br /> an above ground system approved by the Environmental Health Department. A registered <br /> engineer must design this system. The material collected in the above-ground holding system <br /> must be analyzed for hazardous constituents prior to disposal. Specific test requirements may be <br /> obtained from the Environmental Health Department.
