PA 0200256(SA), CONSTRUCTION OF WINERY <br /> WASTEWATER PONDS, LOC%EFORD, SAN JOA QUIN COUNTY <br /> I have reviewed the Application Referral No. PA 0200256 (SA) for construction of winery wastewater <br /> ponds at 12470 Locke Road, Lockeford that was distributed by San Joaquin County Community <br /> Development Department. The project description simply states that four wastewater ponds, each with <br /> a capacity of 750,000 gallons, will be constructed. However, the project description does not provide <br /> sufficient information regarding the proposed method of wastewater treatment and disposal, and there is <br /> no analysis of potential water quality impacts from the wastewater. <br /> The chemical character of winery wastewater is highly variable depending on the season and day-to-day <br /> operations. The biochemical oxygen demand(BOD) of winery wastewater can range from 300 to <br /> 12,000 mg/l, and the pH can vary between 2 and 11. Total nitrogen concentrations can exceed 50 mg/l, <br /> and total dissolved solids can range from 80 to 3,000 mg/l. Such extreme variations can cause <br /> odor/nuisance conditions, and can cause groundwater degradation. The Application Referral does not <br /> contain any information regarding how the ponds will be constructed, the depth or quality of the <br /> underlying groundwater, or how the waste will be treated and/or disposed of in a manner to protect water <br /> quality. <br /> The Initial Study should disclose the quantity and chemical character of the wastewater to be generated <br /> and the nature of the proposed wastewater treatment and disposal system. It should also discuss special <br /> design features to address the concerns cited above and site-specific conditions such as subsurface soils <br /> and depth to groundwater. Finally, the analysis should demonstrate how the proposed system will <br /> prevent degradation of groundwater quality. <br /> Pursuant to California Water Code Section 13260, the project proponent must submit a complete Report <br /> of Waste Discharge (RWD) at least 120 days prior to the anticipated start of facility operations and <br /> discharge of wastewater. Information in the RWD will be used for developing waste discharge <br /> requirements for the winery.
