L `✓ <br /> RECEIVED <br /> San Joaquin Valley JAN 1 S 2005 <br /> Air Pollution Control District Community Development Dept. <br /> January 14, 2005 <br /> Reference#: 20040659 <br /> Kevin Swanson <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: PA-0400767 (SA) A SITE APPROVAL APPLICATION FOR A FULL <br /> SERVICE RESTAURANT. <br /> Dear Mr. Swanson: <br /> The San Joaquin Valley Air Pollution Control District (District) has reviewed the proposed <br /> projects and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA and by the <br /> Air Resources Board (ARB) for 03 (ozone) and PM-10(fine particulate matter, dust). The <br /> Federal Clean Air Act (CAA) and the California Clean Air Act require areas that are designated <br /> nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than-significant <br /> impact on the ambient air quality. However, one of the issues that will arise in conjunction with <br /> any proposed renovation/demolition of existing building in the project area is compliance with <br /> the National Emission Standards for Hazardous Air Pollutants (NESHAPS). Specifically, the <br /> primary air pollutant of concern is asbestos. To ascertain whether this project is subject to <br /> NESHAPS, the project applicant is advised to review the enclosed Asbestos - Compliance <br /> Assistance Bulletin, dated December 1994.
