A - - <br /> Analysis <br /> Background <br /> On March 16, 1989, the Planning Commission approved Use Permit application No. UP-89-0012 for a 500- <br /> seat church (Use Type: Religious Assembly-Regional) to be constructed in two phases. There were 167 <br /> parking spaces, which were also phased. Building permits were obtained for Phase 1, which included a 350 <br /> seat church with 83 parking spaces. The applicant never obtained building permits for Phase 2. As a result, <br /> the 350-seat church is currently classified under the Use Type: Religious Assembly-Community. <br /> The applicant states that the church is in need of additional parking and that the seating capacity of the <br /> sanctuary will not increase. <br /> Masonry Wall <br /> Development Title Section 9-1020.5(e) states that parking areas abutting residential zones shall be <br /> screened with a solid, masonry wall. As a result, a 6 to 7 foot wall will be required along the western <br /> property line adjacent to the proposed parking area.
