Therefore, a negative declaration is <br /> appropriate from an air quality perspective. However, the construction phase of this <br /> project can generate emission from the movement of soil, use of heavy equipment, bulk <br /> materials handling, asphalt paving and other related activities. As a result, this project <br /> is subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of <br /> Regulation VIII is to reduce the amount of fine particulate matter (PM-10) entrained into <br /> the ambient air from man-made sources. The attached Synopsis highlights many of the <br /> requirements contained within Regulation VIII. The Synopsis is not meant to be all- <br /> inclusive, but it can be a useful compliance aid in the field and office alike. <br /> This project will most likely be subject to the permitting requirements of the District. <br /> Any equipment subject to the District's Permit to Operate requirements must obtain an <br /> Authority to Construct (ATC) from the District. Construction of equipment that requires <br /> an ATC, such as foundations and utility hookups for the equipment, cannot begin until <br /> an ATC is obtained. This process can take up to 180 days. Construction of equipment <br /> not requiring a District permit is not subject to this ATC requirement. <br /> To determine permit requirements, the applicant should contact the District's Small <br /> Business Assistance Office at 545-7070, or our Permit Services Section at 545-7000. <br /> David L.
