J11
San Joaquin Valley Fra RP, FiY FD
Air Pollution Control District C0mm0 12006
niYDevelollmelvDept
January 30, 2006
Reference No. 020060107
Kathy Allen
San Joaquin County
Community Development Dept.
1810 East Hazelton Avenue
Stockton, CA 95205
Subject: PA-0500840(SA)—2900 E Loomis Road, Stockton—APN 179-100-04
Dear Ms. Allen:
The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the project referenced
above and we suggest that a Negative Declaration would be appropriate in addressing air quality related
issues. Based on the size of the project, an 1,800 square foot office building in Phase I and a 3,600 square
foot warehouse for grocery storage in Phase 2, the project will emit less than the District's project level
thresholds of significance for ozone precursors of 10 tons per year of reactive organic gases (ROG) and
oxides of nitrogen (NOx). With the implementation of the District's new Rule 9510 (Indirect Source Review)
on March 1, 2006, the cumulative air quality impacts of this project and others like it will be reduced to a level
that does not impact District attainment plans for ozone and PM10. We also offer the following comments:
Based on the information provided, the proposed project will be subject to the following District rules. The
following items are rules that have been adopted by the District to reduce emissions throughout the San
Joaquin Valley, and are required. This project may be subject to additional District Rules. To identify
additional rules or regulations that apply to this project, or for further information, the applicant is strongly
encouraged to contact the District's Small Business Assistance Office at (209) 557-6446. Current District
rules can be found at htti)://www.valleyair.org/rules/1 ruleslist.htm.
Rules and Regulations
Regulation VIII (Fugitive PM10 Prohibitions) Regulation VIII (Rules 8011-8081)is a series of rules
designed to reduce PM10 emissions(predominantly dust1dirt)generated by human activity, including
construction and demolition activities, road construction, bulk materials storage, paved and unpaved
roads, carryout and track out, etc. The District's compliance assistance bulletin for construction sites can
be found at: http://www.valleyair.orq/busind/comply/PM10/Req%20VIII°/u20CAB.pdf
If a non-residential site is 1.0 to less than 5.0 acres, an owner/operator must provide written notification
to the District at least 48 hours prior to his/her intent to begin any earthmoving activities as specified in
Section 6.4.2 of Rule 8021.
