1 <br /> ATTACHMENT TO EVITL4L STUDY FOR UP-93-14 OF JOHN EAGAL � <br /> h <br /> Project Description <br /> i <br /> This is a Use Permit Application to build a 13.6 acre Iake for a private ski club. The project is to be located <br /> on two adjacent parcels. Parcel 1 is 49.2 acres and includes an existing 13-acre lake,an existing riparian <br /> area,proposed trials,and proposed picnic areas. Parcel one is bounded on the west by a levee,and south <br /> and east by the San Joaquin River. Parcel two is located adjacent to and north of parcel one. Parcel two <br /> includes the proposed 13.6-acre ski lake,proposed riparian area,a proposed 3,000 square foot shop,and a <br /> proposed 4,000 square foot dry storage building. Parcel two is bounded by the San Joaquin river on the <br /> north and east and by a levee on the west Access to the site is from the east terminus of Lorentzen Road <br /> via a private road. , <br /> i <br /> Discussion of Issues <br /> 1. a.b, c. and d. Water.The project is located within the 100 year flood fringe,Zone A20. The <br /> proposed buildings will have to meet the requirements of the Flood Hazards Chapter of the <br /> Development Title.The Regional Water Quality Control Board will regulate any excavation into the <br /> ground water. The project is located in or adjacent to the San Joaquin River Floodway and left bank <br /> project levee over which the Reclamation Board has jurisdiction. In its letter of October 4, I993,the <br /> State Reclamation Board indicated that a Reclamation Board permit must be obtained prior to the start <br /> of any work within the San Joaquin river project floodway,levees,and within 10 feet landward of the <br /> landside levee toes. (Section 8710 of the California Water Code) The Community Development 1 <br /> Department sent a project referral to Reclamation District No.2095. The proposed lake is located I <br /> within the boundaries of an existing Moot high berm. The proposed project is not expected to have a <br /> significant impact on groundwater or the adjacent San Joaquin River. <br /> 2.a.,b. Earth: Grading plans will be reviewed by the Department of Public Works and the Community <br /> Development Department prior to the issuance of building or grading permits. The proposed lake is to be <br /> excavated to a depth of 4 feet below the existing ground. The excavated material will be spread around the <br /> lake and will elevate the ground level by 1.5 feet. The lake will then be a total of 5.5 feet deep. The j <br /> proposed lake is not expected to have a significant impact on the San Joaquin River. <br /> 3.a,b. Plant/Animal Life: The proposed lake,parking area,and buildings are to be located outside the <br /> existing wetlands and riparian habitat. The new proposed riparian habitat fuAy mitigates for any potential } <br /> impacts to existing habitat caused by the proposed trials and picnic grounds. In its letter of June 29, 1994, <br /> the State Department of Fish and Game states:"The DFG concurs with the mitigation proposed for this <br /> project by the applicant and has determined that project impacts to fish an wildlife are fully mitigated" <br /> i <br /> 3.a. b. Air/Climate:In its letter of October 7, 1993,the San Joaquin Valley UnMed Air Pollution Control <br /> District(SJVUAPCD)recommended that standard dust mitigation measures be implemented during i <br /> construction activities. The District also recommended that roads be surfaced with a dust palliative. '. <br /> However,the SJVUAPCD did not indicate that this project might have a significant impact on the j <br /> environment. The existing wetlands will not be disturbed by this project <br /> i <br /> 5.Noise: The operation of ski boats will generate noise. However,such noise is consistent with the <br /> recreational use of the river. The surrounding properties are in agriculture and are not sensitive to noise. <br /> 10.a Cultural Resources: A records search performed by the Central California Information Center on <br /> January 12, 1994,did not find any cultural resources located on the project area. The following standard <br /> condition of approval will ensure that this project will not have a significant impact on cultural resources: <br /> CULTURAL RESOURCES:If,in the course of development;concentrations of prehistoric or <br /> historic-period materials are encountered,all work in the vicinity of the find shall halt until an <br /> M <br />
