i 4 <br /> Strange Aquatic Resources and the client, ,john Eagal, <br /> believe this project, as proposed, will benefit both wildlife <br /> species numbers and species diversity, as well as providing a <br /> source of income to the client. CEQA mandates project <br /> modification, when feasible, to avoid or significantly lessen <br /> significant environmental impacts that would otherwise occur. We <br /> believe that this project, as proposed, will fulfil CEQA <br /> requirements. We also believe that this project, as proposed, <br /> will substantially mitigate for any and all significant impacts <br /> brought forth by this project. <br /> In addition, we have enclosed letters of support for the <br /> client Mr. John Eagal (Appendix A) so that you may increase your <br /> understanding of the client and to appreciate his long standing <br /> commitment and hard work to the community and peoples- of San <br /> Joaquin County. This project also has the support of local <br /> environmental groups and prominent governmental appointees <br /> including but not limited to The Committee To Save The Mokelumne <br /> River, San Joaquin County Land and Air Trust, Land Utilization <br /> Alliance, Senator Patrick Johnston, and David Irey from the <br /> Environmental Prosecution Branch, San Joaquin County District <br /> Attorneys Office. <br /> XXIII. Discussion of Land use Impacts <br /> The proposed Eagal Lakes project is consistent with and an <br /> appropriate use of the property as designated by the planning <br /> department of San Joaquin County. The property is zoned for <br /> sports and outdoor clubs and is not in a Williamson Act contract. <br /> All surrounding properties are in agricultural production. We <br /> believe that this project as proposed, is consistent with all <br /> land use controls. Most importantly is the fact that this project <br /> has the potential to significantly increase wildlife production <br /> and overall wildlife value to the neighboring properties. <br />
