N0. 93-14 - MARINA AND OUTDOOR SPORTS CLUB The San Joaquin'n Vali Unified Air Pollution Control District (SJVUAPCD) has reviewed the Valley project referenced above and offers the following comments: The San Joaquin Valley's air quality has been designated non-attainment by the EPA and California Air Resources Board for the following pollutants, PM10 (fine particulate matter) and 03(ozone). The California Clean Air Act(AS 2595),requires areasthat are designated as non- attainment to reduce emissions 5% annually until attainment standards are met. Based on the site plan, it appears that a permit may be required foi gasoline dispensing. In addition, any operations that have the potential to create air pollutants such as emergency generators and pumps, may require permits from the SJVUAPCD. If there are any questions in regard to processes and equipment that require permits, please have the applicant contact the Permit Services section at (209) 545-7000. The SJVUAPCD recommends that Dust Mitigation Measures be implemented during the construction phase of the project. A list of Dust Nlitigation Measures is enclosed. R mthermore, any unpaved surf" that is subject to r ehicular traffic, or other types of turbans is 's potential source of dust. The District recommends that a dust palliative, as des�'_w-d in the Dust Mitigation Measures, be applied and adequately maintained to prevent dust entrainment. �. The applicant should also be aware of the SJVUAPCD's Draft Regulation Vlll. The intent of Regulation Vill is to reduce the amount of PM10 entrained into the ambient air as a result of enmi uft grated from anthropog c (man-made) fugitive dust sources by requiring actions to prevent, reduce, or mitigate PM,o emissions.
