EA GAL LAKE RECTA TION & <br /> RESTORATION PROJECT <br /> PROJECT STATUS <br /> t <br /> The proposed project has not changed from the proposed 2001 Use Permit Application, which expires <br /> October 29, 2003. The purpose of this application is too re-new the Use Permit so that the project can <br /> move forward as soon as all the regulatory and construction permits can be obtained. To date the '. <br /> applicant and owner have received endorsement from Paradise Junction Reclamation District, No. 2095 { <br /> (Exhibit A), a letter from the Army Corp of Engineers stating that the project is not subject to a Corp of <br /> Engineers permit (Exhibit B) and a previous letter from the State Department of Fish& Game in support <br /> of the project (Exhibit Q. Presently an application with the State Reclamation Board and the State <br /> Department of Fish & Game is pending. Actual construction drawings for a County grading permit is <br /> anticipated to be completed in the near future, in which Reclamation Board, County Flood Control and <br /> Use Permit conditions will be incorporated. A Soils Suitability Study has been completed for the septic <br /> system and a Planting and Habitat Restoration Plan has been completed. <br /> k <br /> BACKGROUND AND PROJECT DESCRIPTION <br /> The proposed project is a modified version of a Use Permit Pre-Application submitted to the County <br /> in 1993 (UP-93-14) and subsequently modified and approved in April of 2001. As outlined in the 2001 <br /> application the proposed project consist of two specific uses, a private water ski club and new lake are to <br /> be constructed on Parcel 2. The surrounding area within Parcel 2 will be developed into additional <br /> riparian habitat and hiking trails. Income generated from the ski club memberships will help provide the <br /> maintenance required for both Parcels 1 & 2. The existing lake and surrounding area on Parcel i is <br /> essentially proposed to remain unchanged with the exception of enhancing the existing hiking trails, <br /> look-out points, constructing picnic areas and the enhancement of plant and animal communities that <br /> were proposed in 1993. <br /> Parcel 2 has historically been used for agricultural crops,but has been fallow for the last several years <br /> and as approved in 2001 this parcel is where the proposed ski lake and building facilities are planned. <br /> Parcel 1 is riparian habitat around the existing 13f acre lake and the topography consist of undulating <br /> terrain consisting of various plant and animal communities. The soils are composed of alluvial sands <br /> and silty clays typical for this area along the San Joaquin River. Impacts to waters of the United States <br /> was addressed in a Hydrology Hydraulics Study that was submitted to the Army Corp of Engineers and <br /> subsequently the Corp of Engineers has provided a letter(Exhibit `B')that has determined that the <br /> proposed work does not involve waters of the United States. <br /> PROJECT LOCATION AND ACCESS <br /> The proposed project site is located approximately 8 miles east of central Tracy and 2 miles south- <br /> easterly of Deuel Vocational Institution along the San Joaquin River. The left bank of the 100-year levee <br /> and the San Joaquin River bound the project site. Access to the proposed project will be provided by a i <br /> 20 ft private access easement and will be constructed in accordance with condition f(1) of UP-93-14's <br /> conditions of approval. The point of access to the project site is from the end of Lorenzen Road along a <br /> private access easement for approximately 2500 ft to the project site. The project access points will be <br /> gated along any accessible areas. An adequate turn around will be.provided.at.the_ent y gate..The;entry. . <br /> gate will have a knox box for emergency access and will be designed to meet the requirements of the <br /> governing agencies of the San Joaquin River. <br />
